Job Description

Summary

This job involves leading a team to manage Navy IT programs, ensuring they stay on budget, on time, and meet performance goals while aligning with broader Department of the Navy priorities.

The role requires overseeing everything from planning and development to deployment of IT systems, while motivating staff and handling stakeholder communications.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in overseeing cost, schedule, and performance of IT programs

  • You will be accountable for the overall success of the information technology systems and services assigned to the program while ensuring alignment with critical Department of the Navy (DON) priorities.
  • You will responsible the incumbent works with all subordinates' personnel in developing reasonable performance goals which both enhance/challenge individual professional standing and which support program and higher-level objectives
  • You will work closely with subordinate personnel towards meeting individual performance thresholds, and seeks to challenge employees through assignments that require independent initiative and long-term planning
  • You will lead cost, schedule, and performance plans and strategies to enable effective and efficient IT products that include extensive (flag/SES) stakeholder engagement and leading and/or supporting change management initiatives.
  • You will support and oversee the management all acquisition life cycle phases of assigned programs/projects to include definition, development, design, integration, test and evaluation, production, installation, training, and deployment.
  • You will lead the program through oversight and management of business operations including management of major program event scheduling, conflict management and resolution, total force management, communications (internal and external).
  • You will plan, direct, and evaluate acquisition management, technical development, and financial control for the entire life cycle of Navy business integration in terms of risk, cost, schedule, and performance.
  • You will keep abreast of new technical software and data capabilities and recommend programs and techniques by which new software technology and data services can be incorporated into existing and/or future systems.
  • You will apply strategic thinking and formulate MyNavy HR IT Program objectives and priorities, and implement plans consistent with the long-term interests of the program in context of the PEO, DON, DoD environment
