The Opportunity

WSDOT is seeking a skilled and motivated Transportation Engineer 3 to serve as a Structural Laboratory Testing Engineer for the State Materials Laboratory located in Tumwater, WA.

This position will oversee laboratory testing programs, daily operations, scheduling, training, and quality assurance, while serving as a technical specialist.

The successful candidate will, with minimal supervision, apply agency policies, standards, and engineering principles to plan and carry out work, exercise professional judgment in selecting and adapting testing methods and assign and review the work of engineers and technicians.

In this role you will also be responsible for ensuring accurate data analysis and documentation, maintaining equipment calibration and compliance records, and representing the Department in meetings with external agencies and consultants.

A strong candidate will demonstrate technical experience in materials testing, staff development skills, and strong organizational and analytical abilities.

What to Expect

Among the varied range of responsibilities held within this role, the Structural Laboratory Testing Engineer will:

  • Schedule, prioritize and coordinate testing of several laboratories including steel, concrete, and aggregate laboratories and be responsible for all aspects of testing in the assigned.
  • Ensure that tester qualifications and equipment verifications are kept current, and remain qualified in testing steel, concrete, and aggregate and help with testing in other laboratories as needed.
  • Troubleshoot and run diagnostic tests, input and analyze data into specialized software programs for steel testing equipment to produce test reports.
  • Coordinate with project engineers, federal, county, and city engineers to arrange delivery, testing parameters and report requirements.
  • Record, reduce, interpret and report test data; write and interpret test reports, new test procedures, and ensure all reports are reported per the procedure and use best engineer practices.
  • Prepare, check and correct testing data entries performed by engineers and technicians.
  • Coordinate inter-laboratory and intra-laboratory testing and training.
  • Assist in the calibration and verification of test equipment.

Qualifications

To be considered for this opportunity, the following are required:

  • Materials Testing Procedures: Proficiency in conducting aggregate, concrete, and steel testing, including sample preparation and execution of standard test procedures.
  • Laboratory Operations Coordination: Ability to schedule, prioritize, and coordinate multiple laboratory testing activities to meet operational and project needs.
  • Laboratory Equipment Operation and Maintenance: Extensive knowledge in operating, troubleshooting, calibrating, and maintaining laboratory testing equipment.
  • Data Management and Analysis: Ability to accurately record, reduce, interpret, and manage test data using laboratory software and computer applications.
  • Technical Supervision and Training: Demonstrated experience in supervising, training, and reviewing the work of technicians and engineers in a laboratory setting.
  • Organization and Documentation Control: Strong organizational skills to track samples, maintain records, and manage laboratory documentation.
  • Communication and Presentation: Effective written and verbal communication skills, including the ability to present technical information to diverse audiences.
  • Safety Compliance and Enforcement: Ability to follow, enforce, and promote laboratory safety policies and procedures.
  • Computer and Software Proficiency: Working knowledge of Microsoft Office applications, including spreadsheets and databases, as well as other relevant computer systems.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


In addition to above competencies, the following are also required:

  • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.
  • Ability to work with material exceeding 325 degrees Fahrenheit and work with a variety of chemicals in the laboratory setting.
  • Ability to wear appropriate personal protective equipment and adequate clothing for specific work activities.


It is preferred that qualified candidates also have:

  • Advanced Materials Testing: Proficiency in advanced testing methods related to hot mix asphalt (HMA) and soils obtained through certifications, formal education and/or extensive experience.
  • Quality Assurance and Accreditation: Knowledge of quality assurance principles, laboratory accreditation standards, and participation in inter-laboratory or proficiency testing programs.
  • Procedure Development and Improvement: Ability to develop, refine, and implement laboratory test procedures and standard practices.
  • Partnership & Coordination: Demonstrated ability to coordinate effectively with project engineers, contractors, and external agencies.
  • Analytical and Problem-Solving Skills: Analytical and problem-solving skills applied to complex technical challenges.
  • Leadership and Continuous Improvement: Skills to foster teamwork, support staff development, and promote continuous improvement in laboratory operations.
  • Cross-Disciplinary Flexibility: Flexibility and willingness to cross-train in additional materials testing disciplines.
