Job Description

Summary

This role involves leading strategic planning, policy development, and international engagement efforts for naval special warfare operations, ensuring programs align with security goals and military objectives.

It requires coordinating with high-level commands, managing program lifecycles, and advising on future requirements in a military context.

A good fit would be someone with extensive experience in defense strategy, international relations, and program management, ideally from a military or government background.

Full Job Description

You will serve as a STRATEGIC PLANS, POLICY & ENGAGEMENTS OPERATIONS OFFICER in the Naval Special Warfare Group FOUR, Operations department of NAVSCIATTS.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Providing direction on concept initiation, strategy formulation, strategic planning coordination, and security cooperation and development; 2) Organizing and coordinating the preparation and planning of the life cycle management of multiple programs; 3) Managing and prioritizing international engagements and their security cooperation and objectives; 4) Directing theater engagements, exercises and plans through direct engagements with commands and Echelons; 5) Providing recommendations and guidance on future operational requirements and engagements 6) Coordinating foreign disclosure and approval and distribution of Foreign Visitor Requests procedures; 7) Preparing and presenting command briefings, reports, and recommendations to various levels of the Chain of Command, DoD and DoS personnel; 8) Advising and assisting in the formulation of decisions regarding long and short-range planning and execution of plans.

  • You will oversee the direction on concept initiation, strategy formulation, strategic planning coordination, and security cooperation development between Echelon IV up to the Echelon I and above levels.
  • You will organize and coordinate the preparation and planning of the life cycle management of multiple military programs.
  • You will manage and provide the prioritization of all NAVSCIATTS' international engagements, ensuring to meet the security cooperation and international engagement objectives.
  • You will be responsible for planning and the strategic oversight of NAVSCIATTS international engagements to include in- residence training, Mobile Training Teams (MTT) and Key Leader Engagements (KLE).
  • You will oversee the integration of Fleet, Theater, and Joint Commander Requirements and war plans within NAVSCIATTS engagements.
  • You will supervise the theater engagements, exercises, and plans through direct engagement with commands and Echelons.
  • You will coordinate to ensure exercise participation adheres to all Title 10 or Title 22 funding laws and deployment directives as per the funding source.
  • You will represent Naval Special Warfare Group FOUR (NSWG4) and NAVSCIATTS when meeting with OPNAV, DoN, various DoD organizations, Theater Special Operation Commands (TSOCs), and Geographic Combatant Commands (GCCs).
  • You will serve as NAVSCIATTS Alternative or Compensatory Control Measure (ACCM) Control Officer.
  • You will provide training and oversight to NAVSCIATTS IAW Foreign Disclosure Officer (FDO) policy and procedures.
