Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Preparing briefings, speeches, interviews, letters, memorandum, and other means of communication which incorporate statements of plans, policies, commitments, or statuses.

Developing, executing, or overseeing business strategies and programs. Researching current events, publications and trends that may impact strategic goals.

Resolving problems and developing guidelines, regulations and policies.

Applying a wide range of qualitative/quantitative methods for assessment of issues, development of solutions and removal of impediments to create a comprehensive strategic plan.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Responsible for the formulation, coordination, integration, and execution of strategic plans, enterprise-level initiatives, governance frameworks, standards, and compliance requirements in support of DLA’s global installation footprint.
  • Provides authoritative advice and guidance to senior leadership on long-range planning, force posture, resilience, compliance, and alignment with DoW, Joint, and Whole-of-Government objectives.
  • Supervises GS-15 Installation Management Staff Directors and other senior analysts/planners, managing workload, performance, and career development.
  • Leads the development, implementation, and continuous improvement of long-range strategic plans supporting current and future missions of DLA installations worldwide.
  • Develops, maintains, and updates installation management governance structures, standards, and operational frameworks that support consistent, mission-ready capabilities across all DLA sites.
  • Leads DLA’s installation-level mission assurance, COOP, and contingency planning efforts. Supports all-hazards planning, climate and energy resilience planning, and emergency response coordination for DLA-managed sites.
  • Serves as the principal integrator across DLA headquarters, Joint logistics partners, military services, and interagency stakeholders for installation-related strategy and planning.
