Job DescriptionThe Strategic Outreach and Engagement Manager will serve as the lead communications strategist and liaison for partner engagement, marketing, outreach, media relations, and website support for the Office of Statewide Workforce Development (OSWD).
In alignment with OSWD’s responsibility to support the initiatives of the Coordinating Council for Workforce Development (CCWD), this position develops and executes comprehensive communication strategies that unify CCWD member agencies, elevate shared priorities, and strengthen cross-sector collaboration.
This position is housed within DEW’s Communications department in Columbia and reports directly to the Director of Marketing and Communications, working beside them, the Director of the OSWD, the CCWD Chair, and CCWD leadership to ensure that all outreach and engagement efforts promote transparency, expand public awareness of education and workforce development opportunities, and foster inclusive participation in statewide workforce conversations.
Through coordinated messaging and enhanced strategic partnerships, this communications role supports the CCWD/OSWD in designing a cohesive, collaborative vision for South Carolina’s workforce system.

A Bachelor’s degree in strategic communications, digital media, public relations, marketing, project management, or a similar field.
A Bachelor's degree and four years of experience in strategic communications, digital media, public relations, marketing, or project management.
Experience in graphic design, coding, and web compliance with State and Federal regulations.
Strong written and verbal communication skills with a proven track record in writing and managing stakeholder relationships.
