Full Job Description

You will serve as an Information Operations Strategic and Operational Plans Specialist in the Information Operations Mission Area of NAVINFOWARDEVCEN NORFOLK.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience applying subject matter expertise in all disciplines of Information Operations (IO)/Information Warfare (IW); information related capabilities (IRC), military strategic, theater and operational planning, and operational/tactical application to maximize the effectiveness of the Navy's IO/IW capability.

Experience applying thorough knowledge of Joint planning procedures and policy; Counter Intelligence Concepts, principles and practices to orchestrate implementation of S/O plans; awareness of research and development (R&D) agencies, technologies and capabilities and the ability to incorporate into S/O plans; and appropriate legal and regulatory guidance used in planning and directing IO operations.

Experience applying working knowledge of Joint and Fleet operational IO concepts and practices; counter-intelligence, surveillance and reconnaissance (C-ISR) concepts, methodologies and techniques; foreign, friendly and hostile naval operational IO/IW concepts; operational employment of IO equipment, tactics and doctrine; as well as experience in and knowledge of the various physical science disciplines associated with the technological and tactical requirements of current and emerging IO capabilities and applications.

  • You will plan and execute maritime Information Operations (IO) at the strategic, operational and Naval Service level.
  • You will prepare detailed proposals, estimates, Concepts of Operations (CONOPS) and operational plans.
  • You will supervise the execution of operational IO events.
  • You will coordinate with Service and National intelligence agencies.
  • You will apply new techniques and methods to ensure integration and execution of all information related capabilities (IRCs) and non-kinetic/non-lethal effects.
  • You will prepare Flag-level briefings and staffing packages for S/O IO proposals, estimate Concepts of Operations (CONOPS) and plans.
  • You will review Naval and Joint IO/special technical operations (STO)/Cyberspace doctrine, policy, directives and instructions.
