Job Description

Summary

This job involves leading efforts to develop and manage strategies for protecting military forces and assets, including analyzing complex issues and recommending solutions to high-level defense groups.

A good fit would be someone with extensive experience in defense planning and analysis who enjoys coordinating teams and tackling long-term strategic challenges in a fast-paced government environment.

Key Requirements

  • One year of specialized experience at GS-13 level or equivalent, managing operations research specialists in areas like systems analysis, engineering, mathematics, statistics, or related scientific fields
  • Experience planning, conducting, and coordinating long-range studies with technical analyses and recommendations for managers
  • Knowledge of defense acquisition processes, including Joint Urgent Operational Need (JUON) and Joint Rapid Acquisition
  • Understanding of federal budgeting, laws, regulations, and the DoD Planning, Programming, Budgeting, and Execution (PPBE) System for program development and cost justification
  • Ability to serve as a technical authority in force protection, directing support personnel and sharing project information
  • Participation in Joint Requirements Oversight Council (JROC) and Functional Capabilities Board (FCB) processes and assessments

Full Job Description

This position is part of the Organization of the Joint Chiefs of Staff.

The incumbent will be responsible for directing, coordinating, developing, and maintaining the joint functional concept and architecture for force protection issues.

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Managing operations research specialists, including some experience with systems analysis, systems engineering, management science, mathematics, statistics, or scientific disciplines; Planning, conducting and coordinating long range studies, developing technical analyses, and provide recommendations for managers; Understanding the defense acquisition and management system processes, including the Joint Urgent Operational Need (JUON) and Joint Rapid Acquisition processes; Recognizing laws, regulations, policies, methods and procedures of the federal budgeting process and the DoD Planning, Programming, Budgeting, and Execution System to assist in the development and cost justification of protection programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level. Major Duties:

As a STRATEGIC ANALYST at the GS-0301-14 some of your typical work assignments may include: Serves as a senior analyst and the focal point in the diverse areas within the division's protection portfolio.

Directs support personnel and shares information about all past, on-going, and future projects, programs and analyses that pertain to asset protection.

Serves as a recognized technical authority in force protection analyses. Plans, conducts, coordinates, and evaluates complex and long-range studies and develops technical analyses and recommendations.

Participates in the Joint Requirements Oversight Council (JROC) and Functional Capabilities Board (FCB) processes and assessments.
