Full Job Description

Assists in implementation of the South Carolina Highway Patrol's (SCHP) promotions program, assists with statewide PowerDMS Promotional Testing program, and assists with the Promotional Interview Panel process for all SC Highway Patrol (SCHP) Law Enforcement Officer (LEO) personnel.

Assists in implementation of the SCHP's promotions program, the statewide PowerDMS Promotional Testing program, and the Promotional Interview Panel process for all SCHP Law Enforcement Officer (LEO) personnel.

Assists with PowerDMS on-line promotional testing program for Highway Patrol promotional candidates. Receives scheduling requests from proctors and responds professionally to inquiries regarding eligibility and procedures. Prepares and administers promotion tests and coordinates testing of SCHP personnel. Maintains the Master Roster of test candidates' scores and collects and reviews college transcripts, verifying accreditation and education points. Updates study guides as needed. Assists with reviewing and maintaining PowerDMS database of test questions and assists in keying new questions in database. Completes all duties with accuracy, confidentiality and professionalism.

Facilitates Promotional Interview Panels. Receives scheduling requests from Troop Headquarters and responds professionally to inquiries regarding eligibility and procedures. Prepares interview score sheets and panel documentation. Tabulates interview scores and maintains roster of interviewed candidates' scores with accuracy and confidentiality. Assists in maintaining database of interview questions. Assists in keying new questions in database.

Assists in implementing the Highway Patrol promotion and competitive lateral transfer processes. Provides assistance processing promotional and competitive lateral LEO applications. Saves and downloads NEOgov applications. Assists with maintaining SCHP Promotional personnel records, applicant databases, and statistical data. Assists with audits of rosters and personnel files.

Provides professional customer service in responding to email inquiries and assisting visitors and callers in resolving issues related to the promotional process. Assists in processing actions related to personnel changes and South Carolina Enterprise Information System (SCEIS) organizational reporting structure.

Maintains promotion records in an accurate, organized and secure filing system in accordance with established retention period. Compiles data and provides information for workforce planning, statistical reporting, agency accreditation, legal actions and Freedom of Information Act (FOIA) requests.

Participates in the agency’s emergency management operations during deployment of essential personnel. Performs special projects and other related duties as required.


Requirements

State Minimum Requirements: A high school diploma and relevant program experience.

Agency Minimum Requirements:
An associate's degree and two (2) years of relevant program experience or a high school diploma and four (4) years of relevant program experience. Considerable knowledge of modern office procedures, equipment and software applications.

  • Must have the ability to understand, interpret and apply departmental and state policies, regulations and procedures.

  • Must have the ability to plan, implement and evaluate the effectiveness of procedures and processes.
  • Must be able to work independently with accuracy.
  • Must be able to proofread memos and documents and have the ability to make corrections.
  • Ability to utilize Excel spreadsheets and SCEIS/SAP is essential.
  • Must be flexible and able to prioritize tasks with accuracy in a fast-paced environment.
  • Under general supervision, employee works independently and performs complex duties requiring accuracy, sound judgement, and discretion in handling sensitive and confidential material and in interpreting and applying established policies and procedures.
  • Duties are primarily performed in an office setting during business hours.
  • Participates in the agency’s emergency management operations during deployment of essential personnel which may require working weekend and/or shift work.
