Requirements

The Software Procurement Specialist is responsible for overseeing the end-to-end software lifecycle management for a state government entity, leveraging the ServiceNow Software Asset Management (SAM) and Configuration Management Database (CMDB) modules. This role ensures efficient procurement, licensing, deployment, maintenance, and retirement of software assets while maintaining compliance with state regulations, vendor agreements, and IT governance policies. The specialist will collaborate with cross-functional teams to optimize software usage, reduce costs, and mitigate risks associated with software assets.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, 2 days in office and 3 days telework.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Ten years of professional information technology experience; or
  • Six years of professional information technology experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.


Additional Requirements:

  • You must have at least two years of hands-on experience with ServiceNow, specifically with Software Asset Management (SAM) and Configuration Management Database (CMDB) modules.
  • You must have at least two years of experience developing KPIs or dashboards to monitor software compliance, cost savings, and lifecycle efficiency.
  • You must have at least two years of experience in IT procurement or a related role.
  • You must have experience working in a government or public sector environment.
  • You must be able to perform essential job functions.


Preferred Qualifications (not required):

  • The following certifications:
    • ServiceNow Certified System Administrator or Certified Application Specialist (SAM/CMDB)
    • ITIL Foundation certification or higher
    • Certified Software Asset Manager (CSAM) or equivalent
