Shared Micromobility (SMM) services are small, light shared vehicles that are enabled by digital technology.

Currently, the City of Portland contracts with two companies to provide shared e-scooters and electric bikes.

These transportation options advance PBOT’s transportation demand management (TDM) work to ease traffic congestion and make the transportation system safer and more efficient.

The Portland Bureau of Transportation (PBOT) is seeking a Shared Micromobility Implementation Specialist to monitor the performance of SMM services in the city, implement discrete projects in partnership with operators, and report on the utilization and effectiveness of SMM as transportation options.

Located in PBOT’s Mobility and Safety Programs division, this position is a member of the Shared Micromobility Section.

This position serves as a key problem solver and collaborator on the Shared Micromobility team.

The position will support both the bike-share and e-scooter programs as we aim to increase safety, grow ridership, improve and innovate the system, and make these options a reliable way to get around for everyone in the city.

About the division:

The Mobility and Safety Programs (MSP) division delivers people-centered programs to make streets safer, reduce car dependency, and create equitable access in the community.

MSP works in partnership with Planning and Project Delivery to achieve these goals.

Other areas of work that MSP manages are Vision Zero, Safe Routes to School, Multimodal Education and Encouragement, and Transportation Demand Management programs.

The position provides support to team members, coordinates with external partners and operators, and collaborates within the division and broader work of the division.

What you’ll get to do:

  • Administer daily customer service and manage operational compliance related to shared micromobility programs and services
  • Lead shared micromobility station planning and parking management of devices
  • Lead the E-Scooter program, including extension of permits, implementation, contract SLAs, 311 compliance, and external communications
  • Contribute to the future planning and scenarios for BIKETOWN 2.0
  • Design and implement shared micromobility campaigns and pilot programs (as applicable)
  • Utilize quantitative and qualitative data sets to evaluate and report on the success of shared micromobility programs and to ensure programs are meeting goals related to ridership, equity, and safety
  • Collaborate with industry professionals and other city practitioners to advise on SMM policy and program development, and annual national report publications
  • Support in administering payments and invoices between operators and partners
  • Support in administering contracting and procurement processes for shared micromobility programs
  • Support outreach and engagement efforts to ensure PBOT’s shared micromobility programs serve all Portlanders, including Black, Indigenous, and People of Color, in service to PBOT’s equity goals

Requirements


Applicants must describe in their supplemental question responses and résumé how their education, training, work experience, and/or lived experience meet each of the following minimum qualifications:

  1. Experience with project management, including developing and driving project work plans, timelines, processes, communications, and reporting, and troubleshooting issues.
  2. Knowledge of transportation demand management strategies and/or shared micromobility programs that promote people walking, bicycling, riding transit, carpooling, and using other micro-mobility modes.
  3. Ability to express ideas clearly and persuasively, both orally and in writing, with a wide variety of audiences in the context of complex policies and operational standards
  4. Experience with evaluating a program or project, analyzing data, identifying trends, and reporting on findings
  5. Experience engaging with Black, Indigenous, and People of Color (BIPOC) communities, people with disabilities, and people living on low incomes.

Education/Training:

A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from a four-year college or university with major coursework in public administration, urban planning, transportation planning, or a closely related field.

AND

Three years of shared micromobility or transportation program experience from the private, nonprofit, and/or public sectors; or an equivalent combination of training and experience.
