This position is located with Bonneville Power Administration, in the Metering Services (MSM) organization of Customer Support Services (MS), Business Management & Development (M), A successful candidate in the Settlement Metering Specialist (Public Utilities Specialist (Metering)) position will serve as the Technical Subject Matter Expert (SME) Public Utilities Specialist for Energy Imbalance Markets (EIM) processes and procedures, and mentor for other meter data analysts SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience is defined as: 1) meter data validation and interpretation according to industry policies and standards, 2) developing a data analysis procedure, troubleshooting, and resolving technical issues regarding meter data reporting; AND 3) providing systems planning and support to seek continuous improvements for revenue business practices and procedures.
"Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

As a Public Utilities Specialist (Metering), you will: Analyze meter data to validate customer use of Power and Transmission products and services.
Compare metering data with customer profiles to ensure charges are accurate and consistent with contract provisions.
Perform meter data analysis to identify meter data anomalies; coordinates problem resolution efforts with Field Services, customers, Metering staff and end-users to determine cause of discrepancies (e.g., power outages, load shifts, abnormal conditions, etc.) and identify appropriate resolution(s).
Provide technical expertise, guidance, and mentorship to other meter data analysts by planning and coordinating work to ensure consistency in policy interpretation and application of procedures related to EIM and WREGIS meter data.
Provide guidance to other meter data analysts to enhance program efficiencies and reduce the number of monthly billing revisions and to identify and recommend systems and process enhancements affecting final billing or settlement outcomes.
Serve as the lead SME for meter data related processes involving Western Renewable Energy Generation Information System (WREGIS).
