Full Job Description

This position is located with Bonneville Power Administration, in the Trading Floor (PTF), Bulk Marketing (PT), Power Services (P).

A successful candidate in the Supervisory Public Utilities Specialist (Trading Floor Manager) position will serve as the Manager of the Trading Floor functions.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service.

Specialized experience for this position is defined as: Leading a team or serving as a technical expert in evaluating and implementing marketing strategies necessary to perform the critical mission and support activities required for the organization; coordinating the continuity of power pre-scheduling and transmission acquisition scheduling operations and resolving operational issues with industry entities.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

As a Supervisory Public Utilities Specialist (Trading Floor Manager), you will: Responsible for managing the short-term and near-term commercial operations valued in hundreds of millions of dollars annually.

A fundamental responsibility of this position is to establish and oversee risk informed marketing guidelines, policies, and business practices that seek to maximize the value of the FCRPS while also adhering to strict power and operational obligations in support of stable and low power rates, and to meet the Administrator's obligation to provide reliable load service.

Provides oversight and approves near-term marketing strategy development and implementation.

Ensures input from the technical experts representing generation supply and market fundamentals is discussed at strategy meetings and oversees strategy implementation to ensure compliance with Trading Floor Manager guidelines and expectations at all times.

Is responsible for the implementation of agency risk and counterparty credit limits relevant to Trading Floor transactions.

Is responsible for requesting risk policy exceptions, documenting violations, and ensuring Trading Floor supervisors and traders have the reports and training they need to operate within all applicable risk management and credit limits.

Leads agency-level wholesale electricity marketing policy development and strategic planning.

Represents and advocates for BPA interests in regional and West Coast electric power industry committees and forums, e.g., WSPP, WECC, WPTF, etc.

Supports BPA policy and marketing decisions in legal and administrative processes.

Is responsible for establishing and overseeing business protocols, system development and decision support tools for BPA's participation in the Southwest Power Pool Day-Ahead Market.

Manages the coordination and implementation of ancillary services sales strategies and transmission portfolio management decisions valued in excess of $100 million annually.

Is responsible for maximizing the business value of assigned software applications that support Trading Floor near-term and real-time trading, settlements, deal capture and analytical needs.
