Key Responsibilities

Under the supervision of a designated supervisor, performs unskilled to semi-skilled labor in the cleaning and maintenance of municipal property, city grounds, recreational facilities, athletic fields, courts and parks, generally assigned to a specific functional area such as athletic fields or parks ground maintenance, but may be assigned to assist in others when circumstances warrant (i.e., special events).

Work includes general custodial tasks, the operation of both electric and gas powered grounds maintenance equipment.

Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency.

Depending on the nature of the emergency, this may require working around the clock for several days on short notice.


If assigned to Public Works, Utilities or Parks & Recreation:

  • Performs general custodial and maintenance tasks in cleaning, painting, repairing, and replenishing supplies in restrooms, locker rooms and other public facility structures.
  • Cleans debris and refuse from city property regularly and in response to emergency cleanup orders.
  • Empties trash receptacles, cleans windows, bathrooms, or other cleaning tasks as directed.
  • Operates equipment and vehicles such as mechanical tools and trucks, and performs routine maintenance on assigned equipment, i.e., cleaning, changing oil, lubricating, adjusting.
  • May be required to operate a motor vehicle in performance of assigned tasks.
  • Performs other related duties as required.

Additional duties if assigned to Parks & Recreation
:
  • Repairs and maintains assigned grounds by cleaning, planting, fertilizing, aerating, sprinkling, mowing, seeding, weeding and pruning.
  • Prepares athletic fields by sodding, installing mounds and bases, athletic markings, raking, leveling clay, and correcting public safety hazards such as ground holes, loose turf, and debris.
  • Performs cleaning, painting, maintenance and general repair of tennis, volleyball, basketball, shuffleboard courts, playgrounds, sidewalks and surrounding areas.
  • Operates mowers, edgers, trimmers, saws and other hand and power tools used in ground maintenance.
  • Maintains general records, i.e., daily work orders, tasks completed, and equipment used and/or serviced, fuel use.
  • May mix and apply chemicals and fertilizers to grounds areas for growth enhancement and weed and disease and insect control, with appropriate license.

Additional duties if assigned to Public Works or Utilities:

  • Performs daily preparation of assigned vehicle, related equipment and supplies.
  • Performs minor maintenance and repair on city property as directed.
  • Assists skilled personnel in construction projects and cleanup as directed.
  • Repairs and cleans water, wastewater or stormwater lines/structures, responds to wastewater or stormwater backups, and re-sods construction areas.
  • Performs general maintenance of medians, guardrails, sidewalks and streets.

Education and Experience

  • None.
Licenses or Certifications

  • Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.

Additional Minimum Qualifications Required: Knowledge, skills, and abilities


Knowledge of:

  • Tools and equipment used in the maintenance of lawns, trees, shrubbery, flowerbeds and other horticulture.
  • The occupational hazards and safety precautions of grounds maintenance work and associated tools and equipment.
  • The maintenance requirements of assigned equipment. Construction and heavy equipment.
  • Traffic directions, including vehicle and pedestrian safety.
  • General housekeeping practices.
Skilled in:
  • Efficient and safe use of trade-specific tools and equipment.
  • Basic mathematics and measurements.
  • The operation of associated hand and power tools, equipment and machinery.
Ability to:
  • Recognize and address common safety issues in the municipal environment.
  • Relate to people beyond giving and receiving instructions, to include applying consistent courtesy and tact in considerable public contact and/or confrontational situations.
  • Be adaptable to performing under frequent deadlines and/or in response to emergencies.
  • Read and interpret various technical materials and equipment maintenance manuals, ranging from moderate to complex terminology, associated with job functions.
  • Operate various electrical and gas-powered equipment in a manner consistent with observing prescribed safety and hazard precautions.
  • Understand and follow oral and written instructions.
  • Must be able to communicate effectively in Standard English.
  • Establish and maintain effective working relationships as necessitated by work assignments.
  • Compare and/or judge the readily observable, functional, structural, or composite characteristics of equipment, materials, and work sites.
  • Read, understand and prepare a variety of records, i.e., work orders, forms, time cards.
