*This Special Duty Assignment (SDA) recruitment is open to current King County Metro Employees who have passed their probationary period in their current career service position.*

Metro’s

Metro’s Employee Services team has two SDA opportunities for Senior Talent Advisors (Senior HR Analyst) to help us lead, recruit, and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization.

This position manages full-cycle recruitments, partnering closely with hiring managers, leadership, and HR colleagues to deliver high-quality hiring outcomes. The role also guides and oversees talent team members through coaching, mentoring, and review of work, and serves as a resource on personnel guidelines, union contracts, and salary decisions. Our ideal candidate has effective recruiting skills and knowledge, is a collaborative partner, customer-focused, innovative, and has a desire to continuously improve processes.

This recruitment will be used to fill two (2) Special Duty Assignment (SDA) Senior Human Resource Analyst vacancies that are expected to last six months, with the possibility of extension. This recruitment creates an eligibility pool to fill future Special Duty Assignments that may occur in this classification and will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Requirements

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. You will:

  • Manage and lead full-cycle recruitments for a wide range of positions, including but not limited to executive leadership, hard-to-fill, trades, professional and technical, and support roles, while partnering closely with hiring managers, leadership, and HR colleagues.
  • In collaboration with the Talent Manager, support and lead Talent Team members– mentor, coach, and review their work for capacity, accuracy, and completeness. Advise on personnel guidelines and union contracts, and salary setting.
  • Build trusted relationships with colleagues, hiring managers, and candidates, delivering outstanding customer service and guidance.
  • Contribute innovative ideas and recommend efficiencies. Apply reporting and analytics tools to track metrics and support ongoing efforts for continuous improvement in recruitment processes.
  • Generate diverse applicant pools in support of Equity and Social Justice Goals.
  • Work closely with recruiters and managers to understand staffing needs and develop a proactive, innovative sourcing/recruitment strategy to attract and recruit top talent.
  • Developing and implementing Standard Operating Procedures (SOPs) to streamline and standardize processes.
  • Serve as a designated point of contact when the manager is out or unavailable.
  • Other duties as assigned.

Qualifications

Minimum qualifications include:
  • At least three (3) years’ experience managing full cycle recruitment workload efficiently and effectively OR equivalent combination of recruitment-related HR education and experience.
  • A collaborative, consultative approach to building relationships with team members, hiring managers, and candidates.
  • Strong interpersonal and communication skills, with confidence in advising peers and leaders and facilitating thoughtful, strategic conversations
  • Excellent organizational skills with the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Experience with contract interpretation and pay-setting.
  • Creativity and forward-thinking approaches to attracting talent and building robust candidate pipelines.
  • Solid knowledge of HR employment laws, union contracts, and policies, including EEO, disability accommodations, FLSA, FMLA, and related regulations.
  • A demonstrated commitment to equity, diversity, and inclusion in all aspects of recruitment and hiring.
  • Hands-on experience with Applicant Tracking Systems (King County currently uses NEOGOV).
  • Intermediate to advanced proficiency in tools such as Microsoft Office Suite (Word, Excel, Outlook, SharePoint), virtual meeting platforms (Zoom, Teams), and HRIS systems (PeopleSoft).
Highly competitive candidates will also have the following qualifications:
  • Knowledge of King County recruiting processes, policies, and procedures
  • Experience leading people or projects or a desire to grow your skills in this area.
  • Excellent interpersonal skills and ability to be politically savvy.
  • Skill in providing consultation and advice to senior leaders and leading value-added discussions that challenge conventional norms and thinking.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. The work week is Monday through Friday, day shift; a flexible work schedule is available with approval. Variations in hours are occasionally necessary.

Work Location
This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. The team works in a hybrid model, with days in the office as well as telecommuting. Starting mid-April, there will be a minimum of two days per week required in the office. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
