Job Title: Human Resource Consultant 2 (HRC2) Talent AcquisitionLocation: Thurston County - Olympia, WA.

(Hybrid) This position almost exclusively works from home, with the exception of in-office meetings or for training.

The Opportunity:This position is part of a collaborative 8-person team and works closely within a 4-person section dedicated to recruitment intake and job posting development.

The role serves as a key point of contact for internal partners, supporting the timely and accurate intake of recruitment requests and translating position details into clear, engaging job announcements.

Working in partnership with hiring managers and team members, this position ensures a consistent flow of information throughout the recruitment process while providing professional and technical support in drafting and posting opportunities.

This position supports the DCYF mission by delivering efficient, high-quality recruitment services that help attract and hire top talent across the agency.Some of what you will get to do:

  • Respond to recruitment requests.
  • Draft job announcements using NeoGov to provide the applicant an understanding of the position and agency, based on the position description (PD).
  • Develop and implement recruitment and hiring plans in collaboration with hiring managers.
  • Perform job analysis through consultation with the hiring manager and PD review, to deepen understanding of position to identify the ideal candidate; recommend PD updates/changes when necessary to attract the right candidates.
  • Extrapolate information from finalized position description to create lively and engaging job announcements that abide by EEO, CBA, WAC and agency policy.
  • Provide advice regarding full-cycle recruitment and the specific courses of action that are beneficial to the hiring process; advises hiring manager.
  • Applies problem-solving skills, looking for root cause and asking clarifying questions. Reacts to situation in a professional manner, contributing to our program success and reputation.
  • Respond to requests and inquiries, ensuring request is fully answered or completed.
  • Maintain recruitment tracker, ensuring information is up to date and accurate.


Required Qualifications:

  • Proficient knowledge evaluating applicant qualifications against established criteria, including interpreting transferable skills and applying structured or competency-based screening methods.
  • Working knowledge of applicable laws, rules, and policies governing recruitment, including EEO/AA requirements, Collective Bargaining Agreements (CBA), and Washington Administrative Code (WAC) or similar regulatory frameworks.
  • Proficient knowledge applying customer-first behavior, delivering service in a warm and friendly manner.
  • Proficient knowledge writing skills that demonstrate the ability to develop proper sentence structure and grammar, and the ability to convey information in a clear, easy-to-understand way.
  • Intermediate skills in a flexible environment where they are able to identify potential issues and research requirements in order to develop a sound hiring plan.
OR
  • Five (5) years of experience in a Human Resources or a professional level office environment.
OR
  • A bachelor's degree in human resources, human services or marketing and one (1) year of human resources experience.
AND
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
Preferred Qualifications:
  • Six months of experience using NEOGOV or similar applicant tracking system.
  • Six months of experience providing professional level recruitment consultation.
  • Intermediate skill in the use of Internet and social media for research and connecting people with resources.
