DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Senior Staff Analyst-City Council Liaison functions in a senior staff role to provide professional, analytical, administrative, and management systems support to the Office of the Chief of Staff within Houston Public Works (HPW).

This position leads a team that serves as the primary liaison between HPW and City Council District Offices, facilitating coordination, communication, and collaboration with service-related inquires and escalations.

The position leads and coordinates a team responsible for daily interactions with City Council Members and their staff and serves as the central point of contact for Public Works related requests from the City Council District Offices, complying with inquiries within the service level agreement.

This role functions as the department’s conduit for Council related service requests, policy inquiries, and constituent concerns.

The Senior Staff Analyst exercise independent judgment in handling sensitive, confidential, and complex issues and works under general direction from executive leadership, operating from broad goals and established policies.

Will represent the department at community meetings in the evenings during the week and on weekends as required.

Will complete specialized projects that are assigned by the supervisor or by a Director’s Office Executive.

Essential duties include but are not limited to:

  • Investigates analyzes and makes recommendations for addressing issues of medium complexity and/or sensitivity, which may include service delivery, policy inquiries, and constituent concerns.
  • Serves as the departmental liaison to City Council Members and City Council District Office staff regarding Houston Public Works operations, service requests, escalations and inquiries.
  • Provides functional and day-to-day supervision of assigned staff, including assigning work, reviewing performance, providing training, and ensuring service level agreement compliance.
  • Oversees and manages the Public Session process for Houston Public Works, including preparation, coordination, and review of materials and correspondence.
  • Manages customer service intake and tracking systems, including the City’s 311 system or similar platforms, to ensure timely resolution and accurate reporting.
  • Must be available to work evenings and weekends, including attendance at town halls, community and neighborhood meetings, City Council related events and other after-hours meetings and events.
  • May be assigned management responsibilities on a limited basis for certain functions, units, or programs.
  • Compiles, analyzes and interprets data; develops KPI reports, executive summaries, briefing documents, or publications as assigned.
  • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management, and community issues of medium to high complexity.
  • Represents supervisor at meetings, functions and community meetings as directed, documents and reports information accordingly.
  • Handles highly sensitive and confidential information with discretion and professionalism.
  • Drafts, edits, and reviews departmental policies and standard operating procedures. Reviews correspondence, searches for critical information, and conducts research to draft responses to customer service inquiries.
  • Interprets administrative policies, procedures and guidelines and communicates requirements and updates to department personnel.
  • Applies analytical and innovative approaches to improve workflows, systems, and processes to increase operational efficiency and effectiveness.
  • Trains team members on new systems, software applications, policies, and procedures as needed.
  • Performs other duties as assigned by supervisor or by departmental executives.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditioning.

This is a Department of Public Works Emergency Management position at the Tier III Level.


Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.


Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.


Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Qualifications

Preference will be given to candidates that have:

  • Strong-user experience utilizing the City’s 311 System or other customer service intake system.
  • Demonstrated ability to handle confidential and sensitive information.
  • Experience interacting and coordinating with elected officials and their staff or senior government leadership.
  • Proficiency with Microsoft Office software applications.
  • Proficiency with data analysis, performance metrics and KPI reporting.
  • Strong written communication skills, including drafting correspondence, briefing materials, and reports for executive or elected audiences.
  • Ability to manage multiple priorities and deadlines in a fast-paced, politically sensitive environment.
  • Experience tracking issues through resolution and ensuring timely follow-up with internal and external stakeholders.
  • Ability to interpret regulations, ordinances, and departmental policies in context.
