DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe purpose of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through the collection, disposal, and recycling of discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective.
As a working Community Liaison, the selected candidate will develop and coordinate community centered services and programs that are responsive to the existing and emergent community needs.
Act as liaison between residents and city departments, resolving service issues and coordinating resources.
Responsibilities:
- Build long-term partnerships with neighborhood groups, schools, and local organizations to promote department initiatives
- Attend and organize public outreach events, ensuring the communities concerns were addressed effectively.
- Attend and represent the department at community meetings, town halls, and City Council sessions.
- Serve as the primary point of contact between city departments and community members, neighborhood associations, and civic groups.
- Coordinate with internal departments (e.g., Solid Waste, Public Works, Parks, and Police) to address local issues and service requests.
- Assist with Planning and implementing community outreach programs, events, and public engagement campaigns.
- Provide timely updates to residents on city projects, pick up schedules, or service changes affecting their neighborhoods.
- Prepare reports, summaries, and briefings for the department leadership on community issues, trends, and feedback.
- Respond to citizen inquiries with professionalism, ensuring accurate information.
- Maintain detailed records of community interactions, request and follow-up actions for reporting and accountability
- Promote awareness of city programs, resources, and opportunities for resident involvement
- Monitor and evaluate community engagement efforts, recommending improvements for outreach effectiveness
WORKING CONDITIONS
Position requires stooping and bending, lifting of library materials up to 20 pounds. Must be able to move freely throughout the library to file/retrieve library materials. Must be able to effectively communicate orally and in writing.
Requirements
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Liberal Arts, Business Administration or a related field.
EXPERIENCE REQUIREMENTSTwo (2) years of experience in community organizational work, resource and referral services, or a closely related field are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
A valid driver license and compliance with the City of Houston's policy on driving (AP 2-2).
Qualifications
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**- At least one (1) year of community outreach experience is preferred
