Job Description

Summary

This job involves leading efforts to keep city workers safe by creating safety policies, checking for risks, training staff, and handling incident investigations for the City of El Paso.

It also includes managing risks and claims while supervising a team to ensure everyone follows safety rules.

MOS Codes: 1S000 (Air Force), 035 (Coast Guard)

Education and Experience: Bachelor's Degree or higher in Engineering, Risk Management, Occupational Safety, Business, Public Administration, or a related field, and four (4) years of experience in health and safety programs or risk management.

Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment. Certified Safety Professional (CSP) from the Board of Certified Safety Professionals within eighteen (18) months of appointment.

Requirements

Under general direction, provide support and oversee the design, analysis, review, administration, and implementation of the City of El Paso’s occupational health and safety (OHS) programs.

Qualifications

Occupational Health and Safety (OHS) governance. Involves: Research, review, and draft OHS policies, plans, programs, and procedures at the strategic level. Develops detailed solutions to complex safety problems. Coordinates activities with other departments and divisions. Review documents from departments and divisions for compliance with relevant regulations. Provide mentorship to department staff and safety representatives on OHS duties, roles, and responsibilities.

Safety and risk management functions. Involves: Conducting hazard identification to detect and categorize conditions, activities, or materials that could cause harm to people, property, or the environment. Conducting risk assessment by evaluating identified hazards for the likelihood and severity of harm. Developing hazard control measures utilizing the “Hierarchy of Controls” to eliminate or minimize employee exposure. Lead investigations to identify root causes and contributing factors that led to the incident.

Safety assurance. Involves: Conducting OHS inspections, audits, and employee monitoring for compliance with established OHS policies, plans, programs, and procedures. Prepare written reports, data analysis reports, incident reports, and post-incident investigation reports.

Safety promotion/communication functions. Involves: Plan, develop, and present OHS safety training material. Assist in the development of “Safety Newsletter” articles, conducting OHS communication with City and Department leadership. Engaging the general workforce on OHS topics, work environment, and work procedures.

Risk management and claims. Involves: Assisting in the research, analysis, and drafting of Risk Management and Claims policies, plans, programs, and procedures. Conducting risk assessments and developing risk mitigation plans. Identifying potential risks and vulnerabilities within the organization. Support the research and development of training materials concerning risk management and/or claims. Provide training and support to staff on risk-related issues.

Supervise assigned staff. Involves: Assign, schedule, guide, and monitor work. Appraise employee performance and review subordinate supervisors' appraisals. Provide for training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants. Recommend hiring, discipline, termination, promotion, or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
