Full Job Description

Loudoun County, Virginia is located approximately 35 miles west of Washington, D.C. and plays a key role in Northern Virginia and the Metropolitan Region. The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is responsible for the design and construction of roadway and vertical infrastructure, renovation of existing County facilities, as well as transportation planning, traffic engineering and special projects.

Requirements

DTCI is currently seeking a detail-oriented individual with strong analytical and communications skills for the Senior Management and Budget Analyst position. The ideal candidate is a team player, with a focus on monitoring the financial status of capital and operational funds in the department and identifying opportunities to improve the efficiency of financial operations.

Duties include, but aren’t limited to:
• Analysis of organizational and financial issues.
• Providing planning and budget expertise to the department in accordance with the County’s fiscal policies.
• Coordination with the Office of Management and Budget in the development of the County’s six-year Capital Improvement Program (CIP) budget.
• Review of fiscal impacts of Board items for conformity with County policies and practices.
• Review of capital project supplemental funding requests in collaboration with the Office of Management and Budget.
• Capital project financial management to include monitoring revenue, tracking project funding changes, initiating budget adjustments, forecasting, and taking necessary actions to resolve shortfalls, overruns, and discrepancies.
• Management of capital project funding award information in the department’s project management software.
• Monitoring capital expenditures for compliance with funding rules and restrictions.
• Yearly operating budget development, monitoring and reporting.
• Development of departmental performance measures as well as collection of performance measure data and associated reporting.
• Developing and publishing financial reports and dashboards in various platforms.
• Departmental financial policy and process development.
• Managing special projects to assist the department on an ad hoc basis.

The successful candidate will have:
• A thorough understanding of financial budgeting, accounting, and management principles.
• Experience developing and maintaining budgets.
• Familiarity with Capital Improvement Programs. Capital project financial management experience is preferred.
• The ability to prepare detailed analyses over a wide range of issues.
• Knowledge of grants development and management.
• Financial reporting and dashboard experience.
• Prior experience with enterprise financial software. Oracle experience is a plus.
• Prior experience with project management software, ideally.
• A strong work ethic.
• The ability to convey information clearly and accurately.
• Strong problem-solving and analytical skills.
• Technological aptitude.

This position is eligible for partial telework in accordance with County and Department Policies.
Flexible scheduling is also available to address required meeting attendance outside of normal business hours.
Salary commensurate with experience.

Qualifications

Bachelor's degree in Public Administration, Public Policy, Finance, Business Administration, or related field; four (4) years of related work experience in areas such as government, budget management, policy analysis, project management, or program evaluation; or equivalent combination of education and experience.
