This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624.
The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority.
This position is being recruited based on the Title 21 Pay Table 2, Band E.
In order to qualify for the Director Cybersecurity Specialist position which falls under the 2210 occupational Series, you must meet the following requirements by 11:59 pm EST on 03/12/2026: Minimum Qualification Requirements: Education: A bachelor's degree or higher in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field.
The degree must be from an accredited program or institution.
-OR- Experience: Comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
-AND- Relevant Years of Experience: Applicants must meet one of the following education and relevant years of experience combinations to qualify for this AD-2210 Band E (GS-15 equivalent) position: A bachelor's degree in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field.
The degree must be from an accredited program or institution.
In addition, at least 6 years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
-OR- A master's degree in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field.
The degree must be from an accredited program or institution.
In addition, at least 5 years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
-OR- A doctorate degree or higher in in a computer science, cybersecurity, information technology, information systems management, operational technology, engineering, national security, or other related field.
The degree must be from an accredited program or institution.
In addition, at least 3 years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
-OR- At least 9 years of comparable work in or demonstrated understanding in cybersecurity, compliance, risk or vulnerability management, operational technology, information technology, information management, information security (INFOSEC), national security, counterintelligence, insider threat, or a related field.
NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications. Major Duties:
Under the direction of the FDA Chief Information Security Officer (CISO), directs Cybersecurity Operations activities and teams, including the Cybersecurity and Infrastructure Operations Coordination Center (CIOCC); network security operations, to include firewall and Intrusion Detection System (IDS) capabilities; and all foreign travel information security support operations.
Directs the triage of cybersecurity incidents as well as network and application outages, facilitating collaboration across multiple groups to respond and remediate the events.
Oversees the installation, upgrade, management, and integration of all network security capabilities, ensuring the security of all aspects of the FDA's networks and cyber operating environment.
Oversees and drives the success of the foreign travel security operations program, ensuring effective protection of FDA assets and data in high threat global operating environments.
