Senior Investigator- Board of Police Commissioner

The Office of the Chief Investigator is seeking a highly experienced and dedicated Senior Investigator. This role combines high-level investigative work with supervisory responsibilities.
The successful candidate will lead complex investigations, provide quality control for case management, mentor staff, and serve as a key leader in the absence of the Supervising or Chief Investigator.
All interested parties will be evaluated based on experience and seniority.
Candidates must submit a resume for consideration and meet one of the following criteria: Must have served at least two (2) years as a high-performing OCI Investigator with an overall Performance Evaluation of "Achieving Expectations" in Goals and Competencies.
Key ResponsibilitiesSupervise, instruct, and evaluate Board of Police Commission Investigators.
Conduct regularly scheduled case review meetings and supervisory staff meetings in the absence of the Supervising Investigator.
Represent the department at Board of Police Commissioners meetings when the Chief Investigator is unavailable. Assist in the development of training protocols and curricula.
Initiate and conduct assigned investigations, specifically handling cases of greater difficulty and complexity (as approved by the Chief Investigator).
Conduct interviews (including Garrity interviews), obtain written statements, and gather all relevant documents and reports. Review and approve citizen complaint investigations.
Perform quality control functions to ensure timely case management and avoid extensions. Research relevant laws, ordinances, and department policies.
Analyze current criminal law procedures, best practices, and pending legislation. Review and interpret misconduct investigations, and prisoner injury reports to ensure thoroughness and lack of bias.
Audit OCI civilian investigations. Assist in resolving inquiries from both Department members and citizens regarding Citizen Complaint Reports.
Requirements
1. Oversee the duties of a Supervising Investigator in the absence of the Supervising Investigator.
2. Supervise, instruct and evaluate all Board of Police Commission Investigators.
3. Review and approve all citizen complaint investigations.
4. Assist the Chief Investigator in the development of training protocols and curriculum in the absence of the Supervising Investigator.
5. Attend Board of Police Commissioners meeting or other pertinent meetings in the absence of the Chief Investigator.
6. Oversee the Office of the Chief Investigator in the absence of the Chief Investigator.
7. Complete any other assignments as directed by the Chief Investigator.
8. Quality Control function with regard to investigation case management to avoid extensions.
9. Additional responsibilities include, but are not limited to; conducting
regularly scheduled case review meetings with assigned Investigators, conducting supervisory staff meetings, as necessary,
and maintaining caseloads.
10.Assist in resolving inquiries made by both Department members and citizens in relation to Citizen Complaint Reports.
11. Initiate and conduct investigations as assigned.
12. Handle cases with greater difficulty and more complexity as required,
however must be approved by the Chief Investigator prior to assigning.
13. Conducting interviews, Garrity Interviews and obtaining written statements.
14. Gathering appropriate reports, documents and performing all other such activities to generate information relevant to the investigation.
15. Research laws, ordinances, rules, policies, and procedures.
16.Attending and testifying, as needed at judicial and disciplinary hearings relating to investigations.
17. Preparing comprehensive reports of investigations.
18. Review and perform follow-up investigations as assigned.
19. Review and interpret IA misconduct investigations, Boards of review and prisoner injury reports as needed to ensure that they are horough, timely and unbiased.
20.Audit investigations of Civilian Investigations of the OCI.
21.Research, analyze and maintain a current understanding of relevant criminal law and procedure issues, best practices in law enforcement,
department policies and procedures, case law and pending legislation.
22.Prepare comprehensive report of activities.
23.Perform any other assignments as directed by the Chief Investigator, Supervising Investigator or Board of Police Commissioners.
Qualifications
Served at least 2 years as a high preforming OCI Investigator with an overall Performance Evaluation of achieving expectations in Goals and Competencies or have at least 1-year comparable experience in an investigative unit.
