Our Human Resources (HR) Division shares those same ideals and is looking for an outstanding HR professional to join its team as a Senior Human Resource Consultant (HRC4).

As a part of a Senior Consultant team, you will focus on providing critical resources support to the agency's different divisions. You will work independently, but have an entire HR division full of knowledge and experience to assist in achieving the best results. We are a hard-working bunch who place a high value on professional collaboration and culture building.

We have challenges, events to help us get to know each other better, and our whole team's “connect the dots” virtual meeting once a week helps us stay in touch. Once a month, we come together, in person, for a staff meeting, which is a great time to catch up on updates, share important news, and keep everyone aligned. After that, we enjoy lunch together and celebrate our team members with birthdays that month with some food, fun, and good company.

Requirements

Who you are:
We are looking for an HR professional who has the business insight to provide expert-level consultation and the ability to resolve a challenging and complex range of human resource issues. The ideal candidate will demonstrate outstanding customer service, impeccable consulting abilities, meticulous attention to detail, and excellent problem-solving skills, thriving in an independent work environment. If you possess creativity and enjoy assisting others in overcoming obstacles, this role will be immensely fulfilling for you.

Your mission is to be a strategic business partner in achieving the agency's mission, vision and goals by:
  • Being a collaborative partner with DOR's leadership team in performance management, corrective and disciplinary actions, classification and compensation.
  • Mediating workplace issues.
  • Coordinating with the agency's Staffing & Retention Team to keep the agency's workforce strong and productive.
  • Reviewing, analyzing, and researching position descriptions to determine proper allocation.
  • Representing the agency at appeal hearings when necessary.
  • Co-facilitating or leading training sessions.
  • Identifying and communicating developing issues and trends to provide proactive consulting and/or training.

Telework: This position follows a hybrid work model, combining remote and in-office work. Employees are expected to be on-site at least once per week and may be asked to come in more frequently when team collaboration or specific projects require it.

Qualifications

We're looking for candidates with demonstrated competencies to perform expert level human resource consulting in risk management to managers and supervisors.

Any combination of education and experience that meets the knowledge, skills, abilities and behaviors (KSAB’s) listed below. KSAs are typically acquired through, but not limited to, relevant degrees, training, coursework, and work experience related to the position.

Human Resources Technical Expertise

  • Applies advanced knowledge of performance management, classification, compensation, labor relations, FMLA, shared leave, and performance management.
  • Interprets and applies collective bargaining agreements and HR-related state and federal laws, policies, and procedures.
  • Drafts disciplinary and corrective action documents with precision and legal awareness.
  • Consult effectively with supervisors and managers to identify workforce challenges by using insightful questioning to explore and understand complex issues and advise on HR best practices and risks.

Strategic Problem Solving & Analysis

  • Analyzes complex HR issues and recommends effective, compliant solutions.
  • Anticipates organizational challenges and implements proactive change strategies.
  • Supports HR performance metrics through research and data analysis.

Communication & Influence

  • Communicates clearly and persuasively in both verbal and written formats across all levels of the organization.
  • Delivers HR-related training tailored to diverse audiences.
  • Represents the agency in formal settings such as appeal hearings.

Relationship Management & Collaboration

  • Build and maintain respectful, compassionate, and effective working relationships with employees and leadership.
  • Collaborates across divisions to implement HR initiatives and resolve personnel issues.
  • Use appropriate communication channels to foster trust and transparency.

Leadership & Coaching

  • Leads HR projects and initiatives with minimal supervision.
  • Coaches and develops others in HR best practices and policy application.
  • Demonstrates initiative and urgency in addressing organizational needs.

Adaptability & Professional Integrity

  • Maintains confidentiality and exercises sound judgment in sensitive situations.
  • Adapts to evolving personnel rules, regulations, and organizational priorities.
  • Performs effectively under pressure and during periods of high workload
