Summary

This job involves managing and improving the quality of health care data to meet federal standards, creating reports, and troubleshooting issues across various systems to support funding for state health programs.

A good fit would be someone with strong technical skills in data analysis and leadership experience in team projects, who enjoys working with multiple partners to ensure accurate and reliable information.

The role focuses on equity in health care decisions and allows for telework from within Washington state.

Senior Data Quality Specialist (ITDM-SS/SPI)

This senior data manager performs critical high-level data quality work to ensure HCA provides data and reports that align with federal requirements.

This position creates new processes, develops technical documentation, and reviews data for quality.

The ideal candidate will bring team and/or project leadership experience into this role that works with multiple systems and partners to troubleshoot issues and create symbiosis in data quality efforts.

About the division:

The Strategy, Policy, and Innovation division (SPI) of the Health Care Authority (HCA) is statutorily directed to study all state-purchased health care, alternative health care delivery systems, and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs.

The division is structured to provide expert direction, consultation, and support for these activities.

SPI is responsible for driving policy design, development, and implementation of health reform, and health transformation activities and program development and refinements for all programs.

The Chief Data Office (DATA) team is within SPI to provide data, analytics, and decision support tools to support HCA’s initiatives and programs.

Personnel work to provide data management, governance, and data-driven decision support applications to improve decisions about clinical quality and health care purchasing.

About the position:

This position coordinates with internal and external stakeholder requirements for accessing claims and eligibility information from the ProviderOne Operational Data Store (ODS) and Enterprise Data Warehouse (EDW).

Serves as the primary data analyst responsible for the current Transformed Medicaid Statistical Information System (T-MSIS) and CMS-416 mandated federal reports.

This position is responsible for maintaining good data quality standards of both the ProviderOne ODS and the EDW by reviewing design documents to ensure the warehouses are functioning properly, identifying any potential issues, providing recommendations to implement the best technical solution, and executes ProviderOne release testing.

This position performs data analysis, develops analytical and business reports using SQL Server Reporting Services (SSRS), interface development for data exchange using SQL Server Integration Services (SSIS).

The position also writes complex Oracle SQL code for ad-hoc data pulls, ad-hoc queries, Public Disclosure Requests (PDR), and Washington State Institutional Review Board (WSIRB) research requests, just to name a few.

This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington.

This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

Coordinate and work with internal and external agencies and vendors for federal mandated reports (T-MSIS, CMS-416, ETC) development, maintenance, and enhancement.

  • Coordinate with internal and external users, vendors, and Centers for Medicare & Medicaid Services (CMS) for gathering and documenting report requirements, coding, testing, and delivering reports.
  • Responsible for all maintenance activities related to T-MSIS and CMS-416 federal reports, including working with vendor, developing automated testing platform, coordinating with other administrators, ensuring defects and issues are reported to vendor, and creating test cases, scenarios, and queries.

Develop SQL to provide reports or data sets for HCA business areas, other state agencies, Washington State Institutional Review Board (WSIRB), Data Share Agreements (DSAs) or Public Disclosure Requests (PDRs).

  • Gather and document report or data pull requirements.
  • Develop detailed report specifications and test, maintain, and enhance complex analytical and business driven reports or data sets.
  • Perform code review and peer review.
  • Design and create web-based reports for ProviderOne business users, researchers, policy makers, and the public.
  • Automate report generation via SSIS packages or similar report automation tools.

Identify and assist in finding potential data quality issues.

  • Conduct analysis on potential issues discovered by the Data Warehouse users.
  • Work with vendors through daily or weekly meetings, frequent e-mail, and help desk tickets to solve complex system issues and problems.
  • Coordinate and work with vendors to get issues resolved through established ProviderOne defect resolution process.

Design, develop and enhance analytical and business reports using BI tools such as Power BI and SSRS.

Design, develop and maintain reports and reoccurring data requests using SQL Server Integration Services (SSIS) or Data Visualization tool.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Nine (9) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Option 2:

  • Associate degree or equivalent and
  • Seven (7) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Option 3:

  • Bachelor’s degree or equivalent and
  • Five (5) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Option 4:

  • Master’s degree or equivalent and
  • Three (3) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Option 5:

  • Three (3) years as a Journey level IT professional in state service.

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Three (3) years of experience working with a large data warehouse.
  • Three (3) years of experience writing SQL code, performance tuning.
  • Two (2) years of experience developing reports using Microsoft Reporting Services (SSRS) or equivalent software.
  • Two (2) years of experience utilizing testing methodologies and developing testing platforms.

Preferred qualifications:

  • Experience in creating reports using Power BI, Tableau, or similar BI tool software.
  • Experience working in and building software source control (e.g. GitHub)
  • Experience developing and working in Star Schema data warehouses.
  • Experience in report development, building, deploying, and troubleshooting using SQL Server Integration Services (SSIS) or equivalent software.
  • Experience with health care data.
  • Experience with the ProviderOne On-line system and data warehouses.
  • Experience with any helpdesk ticketing system.
