Data Consultant 3 - Special Education

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Data Consultant 3 - Special Education. This full-time permanent position is based in Olympia, Washington.

This position may be eligible for partial to near full-telework. Telework is a combination of in-building and off-days.

During your initial period, you will be required to be in the office 3 days a week.

After you’ve completed your initial training, you may have the option to work from home on a flexible telework schedule.

While we’re happy to offer this balance of in-office connection and telework flexibility, this isn’t a fully remote position. To be eligible, you’ll also need to reside in the state of Washington.

Position Overview

Under the direction of the Assistant Director Special Education Data Operations and the Special Education Data Manager, this position provides comprehensive support in data analysis, reporting, evaluation, and research for the OSPI Special Education Division.

It serves school districts and other education partners by delivering accurate and actionable data.

The role involves close collaboration with OSPI program staff to ensure that analyses are meaningful, aligned with agency priorities, and effectively inform decision-making.

Additionally, the position supports the Special Education team in effective data management and collection efforts.


Key Responsibilities


  • Data analysis
    • Document and communicate business rules that support analysis and reporting of student information. Conduct research to present potential design approaches that will enhance the support and analysis of future student information reporting as federal regulations are revised.
    • Provide data analysis and summaries for state and federal reporting, including legislative reports. Develop various designs of data analysis and summaries when requested by OSPI program and fiscal staff (e.g., by population, poverty location, regional students with disabilities count, etc.).
    • Verify accuracy and integrity of data files, interfaces, and reports by working with vendors, districts, other state agencies and other OSPI staff.
    • Maintain, analyze, and produce analysis, reports, data visualization, and research briefs on all areas of students with disabilities that are priorities for the OSPI Special Education Division, school districts, or the legislature.
    • Develop and document technical work methods and analyses of research for Child Count, Timeline for Initial Evaluation, Transition from Part C to Part B, Early Childhood Outcomes, Secondary IEP Transition Components, Consent to Share with State transition agencies, Behavior and Weapons and all IDEA performance indicators within EDS, Smartsheet, and Tableau Server, in order to report on findings given numerous scenarios.
    • Coordinate with the design, implementation, modification, and testing of data visualizations as needed.
    • Develop, maintain, and update Tableau workbooks for the Special Education Data Profile and Data Platform to support internal analysis, public reporting, and program monitoring.
    • Compile and integrate data from multiple sources to develop comprehensive risk assessment workbooks for the WISM and Fiscal teams.

      Develop and refine workbooks to apply scoring methodologies across fiscal and programmatic measures to identify areas of potential concern, support collaborative evaluation and inform monitoring activities.

    • Develop and document a technical method to analyze and track student data for local educational agencies (LEAs) identified as significantly disproportionate.
    • Work closely with the OSPI programs to meet program specific needs including presentation tools, public reporting, outcomes reporting, and research and evaluation activities.
    • Collaborate with internal partners and development teams to create and refine user stories for special education application development.

      Ensure user stories accurately reflect business needs, compliance requirements, and data workflows.

      Lead Agile ceremonies such as sprint planning and backlog grooming to support iterative development and testing.

      Document acceptance criteria and support user acceptance testing (UAT) to validate functionality against requirements.

    • Collaborate with Generate developers to maintain the Generate SQL Server environment and stay informed of updates to the user interface and system functionality. Use SQL to troubleshoot and verify data for EdPass reporting, ensuring accuracy and alignment with special education data requirements.
    • Apply disclosure avoidance techniques (DAT) to public reporting resources to ensure data privacy and compliance. Develop and implement formulas and logic to suppress or mask sensitive information in accordance with federal and state guidelines.

  • Data Technical Assistance
    • Provide technical assistance to district and agency staff in planning, gathering, analyzing, interpreting, and reporting all information regarding students with disabilities (e.g., Child Count, Timeline for Initial Evaluation, Transition from Part C to Part B, Early Childhood Outcomes, Secondary Transition IEPs, Behavior and Weapons, Safety Net, and all IDEA performance indicators, etc.) as required by state and federal reporting.
    • Assist with the planning, development, and implementation of additional research and analytical projects, including applying the appropriate inferential and statistical methods; collaborate with partners and management team to identify needs of additional information and reports; collaborate with staff in other program areas to coordinate data collection and reporting to maximize efficiency and minimize redundancy.
    • Collaborate with the CEDARS team through daily scrum participation to stay informed of system developments and operations. Leverage this knowledge to support special education data reporting by troubleshooting data upload issues and guiding users in resolving errors.
    • Respond to data requests from internal and external partners.
    • Participate in federal technical assistant partner meetings. IDC, NASDE, AEM/WEISS Center/Generate.
    • Participation in Special Education Office Hours and other applicable OSPI partner office hours (Student information).
    • Draft and work with contractors requiring a Data Share Agreement.
    • Develop and conduct trainings and presentations on key pieces of data Federal Reporting to LEAs.
  • Documentation and Resource Development
    • Develop and maintain comprehensive process documentation for all special education data collection tools and performance indicators.
    • Develop and maintain user guides, manuals, and instructional resources to support data submitters in navigating special education data collection tools and processes.
    • Collaborate with partners to identify areas where additional guidance or clarification is needed.
    • Regularly update the public-facing website with relevant resources, guidance documents and user support tools to enhance accessibility and transparency.
  • ADA Accessibility
    • Produce ADA accessible documents and update web pages for the OSPI Special Education Division.


Required Qualifications:

A bachelor’s degree in business, management, accounting, economics, statistics, computer of information science, education, or the social services and at least 2-years’ experience in data management, data analysis, research/evaluation or any combination of experience and training which provides the applicant with the knowledge, skills and ability required to perform the work.


  • Skill in verifying large data files and analyses.

  • Skill with word processing, spreadsheets, and relational databases.
  • Skill in creating data visualizations using Tableau or similar tools.

  • Skill in writing research or policy briefs or communicating analytical results in multiple formats.
  • Ability to work under pressure and meet established deadlines.
  • Ability to organize, prioritize, and multi-task, and meet deadlines.
  • Ability to learn new tasks and approaches to work.
  • Ability to participate as a team member.
  • Ability to self-monitor and produce accurate reports that have been proofread.
  • The selected candidate must maintain residency in the state of Washington to be eligible for this position.
  • Some in-state travel, infrequent out-of-state travel



Desired Qualifications:

  • Knowledge of the public K–12 system data system.
  • Skill in writing SQL queries for data verification and quality assurance purposes and to create analysis ready data tables.
  • Experience conducting longitudinal and multi-variate analysis.
  • Experience synthesizing research results.
  • Experience with Tableau.



CompensationThe annual compensation for the position is $63,252 - $84,984 per year and depends upon experience, educational background and qualifications.

Geographic differentials may be applied based on work location of successful candidate.
