Base salary range: $147,649 - $221,900

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves working as a senior analyst to understand the IT needs of state agencies focused on natural resources, environment, and agriculture, then helping design and improve software systems that support their operations like permitting and resource management.

About DTMB: The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
This position is with the Agency Services area of DTMB and serves as a Senior Business Analyst supporting Department of Natural Resources (DNR), Department of Environment, Great Lakes & Energy (EGLE), and Michigan Department of Agriculture and Rural Development (MDARD).
This area of DTMB Agency Services in unique in the number of Agencies being supported and the specific business areas and programs.
Related IT applications range from various permitting and licensing applications, natural resource inventory and management applications, and various education, outreach, and federal collaboration applications.

About the position: As a Senior IT Business Analyst, the employee performs a complete range of information system analyst assignments including, but not limited to: Business needs analysis, Human Centered Design (HCD) and User Experience (UX) analysis, requirements elicitation, solution evaluation, solution impact analysis, As is and future state process mapping, gap analysis, work/scope definition and estimation, implementation support, release management and maintenance support, organizational Change Management (OCM) support and scrum master.
The Senior IT Business Analyst is a keycontributor to Agency Services’ overall customer service and serves as a liaison between DTMB and agency partners.
In this role, the employee will champion to ease agency compliance with DTMB policies and practices, following SOM IT Policies, Standards, and Procedures (PSPs).
This individual will be looked upon to provide technical support to other team members, mentor other DTMB staff, and evaluate new development tools and agency systems.
As prompted by proposed legislation, enhancement requests, or changes in governmental process or procedures; this employee will evaluate, document, and inform DTMB management and supported agency partners of impact and risks, including disaster recovery planning, to existing IT solutions.
Employee will actively participate in strategic discussions related to application roadmaps as well as overall business goalsand direction.

Position Location: This position is located in Lansing, MI. Candidates should confirm work location and schedule at the time of interview.

The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week (subject to change).
What We Are Looking For: This position is part of a team of business analysts supporting the various needs of our Agencies.
As a Senior Business Analyst, this position will often work with the more complex and critical applications, leading and owning several related activities.
Specific to this opportunity, this position supports a core agile team as a scrum master for the definition and oversite of new solution work requests, working closely with agency product owners and DTMB teams to define and identify solutions to meet business operation needs.
Strong communication skills and managing expectations are crucial skills.
