To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
You qualify for the GS-14 level (starting salary $143,913.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Managing awarded contracts and collaborating with internal and external stakeholders on all aspects of contract administration; Collaborating with project managers to identify and coordinate the office's acquisition requirements; Performing and overseeing market research by analyzing market trends and technological developments; Serving on special projects and initiatives directed by office leadership and collaborating with vendors to manage funding and projects for major events.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Major Duties:
The selectee will serve as a Senior Business Acquisition Analyst in the Office of Protective Operations, Special Services Division.
Typical work assignments include: Serves as a Contracting Officer's Representative (COR) in managing awarded contracts.
Oversees contract management functions, such as monitoring and ensuring compliance on all assigned contracts.
Activities include, but are not limited to, measuring performance, monitoring costs, and assessing and developing strategies to resolve complex contract issues.
Reviews and analyzes program and project schedules, technical and managerial reports, financial reports, and other pertinent data to determine the status of contract performance.
Provides expert guidance and collaborates with stakeholders on integrated budgetary matters, ensuring acquisition program milestones are aligned with planned resource availability and supports the agency's mission.
Facilitates regular meetings and working groups to ensure acquisition program milestones are synchronized with available resources and agency priorities.
Reviews and interprets budgetary guidance, agency policies, and regulatory requirements to ensure acquisition strategies are compliant and mission focused.
Develops and delivers briefings, reports, and recommendations to senior leadership regarding resource planning and milestone alignment.
Serves as an expert analyst and advisor on program and project management.
Works with program and project managers, and others in the office, to identify capability gaps, develop requirements, and recommend the appropriate level of governance to ensure projects have appropriate oversight within the scope of the project objectives.
Collaborates with functional area experts and project managers to coordinate and identify office acquisition requirements.
Ensures all requirements are fully integrated and aligned with the agency's mission.
Provides guidance to senior-level management and functional and technical experts on contractual matters, based on a working knowledge of acquisition regulations and policy.
