Are you searching for a lead application developer position where you can help ensure seamless information technology (IT) operations for the benefit of all taxpayers in Pennsylvania?

Join our team as a Senior Applications Developer within the Employment, Banking, and Revenue (EBR) IT Delivery Center, Solutions Management Division for the Department of Revenue.

With us, you will be responsible for designing, configuring, testing, implementing, and maintaining essential business functions in the Pennsylvania Tax Hub (PATH) system.

Requirements

As part of the EBR IT Delivery Center, you will perform and lead development and maintenance activities for the PATH system.

Work includes planning, controlling, directing, and implementing development projects; providing leadership to project staff throughout the systems development life cycle; and ensuring effective utilization of hardware, software, personnel, and other resources in meeting assigned goals.

These projects use the COTS integrated tax processing software package GenTax®, which serves as the foundational framework for our development work and is customized using C#.


From day one in this role, you will serve as a development team lead; gather requirements and perform system analysis, design, documentation, development, and testing; and design and support various tax system components.

These include Collections, Decision Support, Tax Clearance, Case Management, Bankruptcy, Bank Attachment, Wage Garnishment, Liens, and Payment Plans.

Your excellent organizational skills and attention to detail, as well as your ability to function in an atmosphere of constant change with detailed accuracy, function within team based organization, and communicate effectively, both verbally and in writing, to all levels within the organization and to outside agencies and vendors are key skills for success with our team.


Excellent networking skills are utilized to meet with business team members to discuss requests for customization and determine the feasibility, detailed requirements, and priority of each request for new development or enhancements to the PATH system.

Our team will also rely on you to maintain a working knowledge of the latest state-of-the-art technology and advancements as they apply to application development.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 2 or Computer Programmer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
  • Three years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
  • An equivalent combination of experience and training.


Other Requirements:

  • This particular position also requires three or more years of full-time professional experience working with the following:
    • C#
    • Microsoft SQL Server
    • .Net Framework 4.7 and above

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.

Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
