Senior Application Developer

This recruitment is open to Washington residents and those residing on the ID/WA and OR/WA borders.


The Opportunity

This lead developer role serves as the technical anchor for application systems that support Community Health and Licensing programs.

Reporting to the CHL Development Team Supervisor, the position leads day to day technical direction for developers while remaining hands on in the design, development, testing, implementation, and long term support of complex web enabled systems.


Work includes architecting and maintaining multi tier applications built on Salesforce, Microsoft .NET, Dynamics 365, Java, and JavaScript frameworks; managing integrations across databases, web services, and cloud platforms; and ensuring systems meet security, accessibility, and performance standards.

The role oversees code quality, conducts peer reviews, guides DevOps practices using Azure DevOps and GitHub, and manages structured deployments across development, test, and production environments.


This position also leads database design, data integration, ETL processes, and reporting solutions using SQL Server, Azure Synapse Analytics, Power BI, and related tools.

It balances ongoing maintenance with modernization efforts, researches emerging technologies, and develops implementation plans that align with agency architecture and security requirements.


The applications supported by this team is health licensing, regulatory enforcement, prescription monitoring, and other critical public health systems.

Reliable, secure technology in these areas directly supports public safety, regulatory compliance, and the continuity of essential services across the state.


Key Responsibilities Include:

  • Serve as technical lead for application developers, assigning work, providing guidance, reviewing code, and supporting professional growth
  • Design, develop, test, implement, and maintain enterprise web applications and related system architectures
  • Lead database design, data integrations, ETL development, and reporting and dashboard solutions
  • Oversee system implementations, manage technical project plans, and coordinate with business and IT partners
  • Ensure compliance with state and federal security standards, coding standards, and configuration management practices
  • Troubleshoot and resolve complex application, infrastructure, and data issues across supported systems
  • Develop and maintain system documentation, implementation guides, and post incident reports
  • Research and evaluate emerging technologies to support modernization and long term sustainability

Option 2: An Associate’s degree or higher in Information Technology program or a closely related field AND Nine (9) years of full time equivalent progressive professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Additional years of experience can substitute for education on a one for one basis.


Option 3: A Bachelor’s degree or higher in Information Technology program or a closely related field AND Seven (7) years of full time equivalent progressive professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Additional years of experience can substitute for education on a one for one basis.


Additional Required Knowledge, Skills, Abilities, and Experience

  • At least five (5) years of full-time equivalent professional experience in the software development field. Experience must include:
  • Developing enterprise class, highly secure, and object-oriented web-based application system.
  • Experience with integration technologies -API, Restful services, SFTP, etc.
  • Experience with programming technologies such as .NET (ASP.Net, MVC, Core), Java/JSP, XML/JSON, React.js, Angular, CSS, JavaScript, HTML, Ajax, jQuery, etc.
  • Experience with Agile development and methodologies such as Scrum and Kanban
  • Ability to clearly communicate concepts and ideas to a variety of audiences both verbally and in writing.
  • Demonstrated ability to understand every aspect of a technical solution.
  • Ability to work in a demanding fast paced environment with multiple deadlines.
  • Ability to work in a collaborative and team environment.

AND
At least one (1) year of full-time equivalent professional experience in configuring, analyzing, designing, maintaining, or programming on the Salesforce platform (PaaS).


Preferred Qualifications

  • Bachelor’s degree in Computer Science, Management Information System, or closely allied field (Engineering/Mathematics)
  • Experience with DevOps and Continuous Integration/ Continuous Delivery practices and tools such as Azure DevOps and GitHub.
  • Experience developing CaaS applications in technologies such as Azure Container Apps, Docker, and Kubernetes
  • Experience with cloud computing via Azure Services such as Azure Portal, Azure App Services, Application Insights, Azure Storage, Azure SQL and Azure Functions.
  • Experience developing custom components, templates and web-based applications with the Dynamics 365 PaaS
