The Opportunity

WSDOT’s Technology Services Division (TSD) is seeking a Cloud & Vendor Applications Manager to lead the delivery, operation, and modernization of critical agency applications and databases in a complex, enterprise environment.

In this role, you will provide both strategic and tactical leadership for vendor and agency developed solutions, including oversight of Azure DevOps administration, automated build and deployment pipelines, and infrastructure-as-code deployments across on-premises and cloud platforms.

The position will manage a biennial budget of approximately $6 million, oversee high-impact statewide contracts, establish governance, guidelines, and procedures for application and data management, and ensure compliance with industry standards and applicable federal, state, and agency policies.

In addition, this role will be responsible for executive-level communication, customer consultation and advising, cross-functional collaboration, and the direction of multiple work units supporting enterprise applications and DevOps services.

What to Expect

This position reports directly to the Technology Services Division’s Assistant Director of Enterprise Applications.

Within Enterprise Applications the TSD Cloud & Vendor Applications Manager works within a complex environment on a tactical and strategic level to promote program delivery and operation.


Among the varied range of responsibilities held within this role, the TSD Cloud & Vendor Applications Manager will:

  • Manage and implement a secure comprehensive DevOps and cloud development and deployment program.
  • Act as Enterprise Applications lead representative in agency cloud governance processes, meetings and discussions.
  • Collaborate closely with other TSD sections; work with business partners in completing IRAE processes.
  • Build or purchase and deploy secure and technically sound and reliable application solutions.
  • Supervise, plan, manage, lead, organize, and prioritize the work performed by the team this position manages.
  • Forecast and monitor application support and modernization budgets and staffing needs.
  • Analyze application enhancement and modernization requirements and needs; develop and review design documentation.
  • Jointly participate with other WSDOT Managers in developing and implementing strategies, policies, standards and guidelines.
  • Act as an Enterprise Applications representative in the development, implementation and operations of Change Management; attend Change Management Change Approval Board (CAB) meetings.


Qualifications

To be considered for this opportunity, the following are required:

Proven IT App Development Management

  • Demonstrated ability to manage and supervise technical resources, who are administering, implementing, developing, supporting and modernizing vendor and custom developed solutions and applications.
  • Proven knowledge of current industry Information Technology and Application Development innovations, processes, and methods.
  • Demonstrated ability to prioritize software development, implementation, maintenance, support, and modernization.

DevOps and Secure Code Platform Management

  • Demonstrated capability to manage a group of DevOps technicians who configure and administer their organizations DevOps platform.
  • This includes administering and managing the organization’s Source Control platform, building and releasing pipelines, static analysis secure code scanners, and infrastructure as code initiatives.

Managing and Collaborating

  • Demonstrated capability to manage teams of technical resources, collaborate with colleagues, customers and vendors through management, supervision, and leadership.
  • This includes technical resources in the reporting structure, colleagues in the division, but also strong customer/vendor collaboration and interactions both inside and outside the agency/organization.

Strategic Planning, Policy and Governance

  • Demonstrated ability with technical based strategic planning, aligning future team direction with the mission, vision and goals of the organization and a proven ability to develop IT based policy and participation in governance-based processes such as Change Management.

Testing of Complex Technical Solutions

  • Demonstrated capability to manage technical resources who interpret and implement complex technical specifications, performs thorough application and API testing, troubleshoots intricate codebases, and accurately estimates development and vendor solution implementation efforts.

  • Actively demonstrates a commitment to learning and growth.

Service-Oriented

  • Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • Organizational and Business Acumen: Advanced knowledge of organizational goals, objectives, priorities, business plans, and operational practices within WSDOT or a comparable public-sector or enterprise environment.
  • IT Acquisition and Contracting Processes: Demonstrated experience with IT acquisition processes and procedures, including procurement coordination, vendor engagement, and contract oversight.
  • Operational Budget Management: Proven ability to prepare, manage, and monitor operational budgets, ensuring alignment with business priorities and responsible use of resources.
  • Large-Scale, Multi-Agency Project Delivery: Experience leading or contributing to large, complex projects involving multiple agencies or enterprise stakeholders.
  • Cross-Functional Coordination and Collaboration: Demonstrated experience promoting effective coordination and alignment among division-level or enterprise work groups to achieve shared outcomes.
  • Cloud Platform Architecture and Management: Experience managing and supporting cloud platforms and architectures in a complex enterprise environment.
  • Cloud Technologies (Azure and/or AWS): Hands-on experience using Microsoft Azure and/or AWS technologies to support application and infrastructure needs.
  • DevOps and CI/CD Practices: Experience using Azure DevOps, source control systems, and CI/CD pipelines to support automated build, test, and deployment processes.
  • Application Security and Vulnerability Scanning: Experience using code vulnerability scanning tools, such as SonarQube or Veracode, to identify, assess, and address application security risks.
