The South Carolina Legislative Services Agency (LSA) is seeking a highly skilled and motivated Senior Analyst to support the technology and service operations of the South Carolina General Assembly.
This position serves a critical role in planning, analyzing, and delivering solutions that enhance service efficiency, legislative processes, and information management in a non-partisan and apolitical environment.
The Senior Analyst acts as a trusted advisor to leadership, bridging the gap between business needs and technical solutions.
The individual will manage projects, perform business analysis, guide change management initiatives, and collaborate across departments to ensure that legislative bodies receive high-quality, reliable, and innovative support services.
Essential Duties and Responsibilities
- Serve as Senior Analyst for agency initiatives, managing multiple projects that support the agency.
- Lead project planning, scheduling, scope definition, risk management, and project reporting as a liaison to executive management.
- Conduct comprehensive business and workflow analysis, including needs assessments and change impact evaluations.
- Define and implement solutions for operational improvements using best-practice business processes and project management methodologies.
- Facilitate collaboration among technical teams to ensure alignment with agency goals.
- Develop and maintain project documentation, business requirements, functional specifications, and implementation plans.
- Promote continuous improvement by identifying efficiencies, recommending enhancements, and measuring outcomes.
- Cultivate a “trusted advisor” relationship with agency leadership on matters of service management, project execution, and operational effectiveness.
- Work with Team managers to identify current and upcoming projects.
- Provide weekly, monthly, and annual project status updates with analytics.
- Utilize Microsoft applications and tools to manage documentation, collaboration, and reporting with primary focus on Microsoft Projects or other project managing tools.
- Ensure all work supports the mission of the LSA in a non-political, non-partisan, and behind-the-scenes capacity.
Requirements
Bachelor’s degree in business management, computer science, information management, or another IT or business-related field.
Minimum of five (5) years of experience in:
- IT business analysis
- Project management
- Personnel or team leadership

- Extensive knowledge of business analysis techniques, needs assessments, and change management principles.
- Strong project management skills with the ability to independently drive work to completion.
- Exceptional planning, facilitation, communication, and interpersonal skills.
- Ability to understand both the “big picture” and detailed operational requirements.
- Strong analytical, problem-solving, and conflict management skills.
- Proficiency in SharePoint, Microsoft Office, and IT project management methodologies.
- Excellent written communication skills for technical documentation and professional correspondence.
- Excellent verbal communication skills with a professional appearance and demeanor.
- Ability to logically analyze problems and develop resourceful, practical solutions.
- Ability to prioritize work based on the unique needs of the House, Senate, and Legislative Council.

- Experience with Six Sigma process or certification (a plus but not required).
