Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications, Office of Communications (OC).

As a Senior Advisor, GS-0301-14, you will work on external communications involving topics of national interest on healthcare topics pertinent to the success of the Administration ensuring accurate information on the Administration's priorities and actions are delivered to the American public.

In order to qualify for the GS-14 position, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Leading and managing health communication projects; AND 2) Conducting special projects on healthcare programs and initiatives to educate and inform media, stakeholders and the general audience; AND 3) Preparing healthcare communication briefings, reports, presentations, or talking points for senior officials, communicating with media and consumers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Provide executive-level technical advice and direction to staff to help deliver communications materials on topics such as Marketplace/Medicare Open Enrollment, payment rules, proposed/final agency policies and consumer awareness/education.
  • Lead and manage complex projects that results in recommdations and soluctions to challenges in effectively communicating.
  • Serve as an expert advisor to leaders in the preparation of short, immediate and long-range plans for the improvement to programs specifically focused on public messaging through media in a digital era.
  • Provide guidance on communication implications on proposed, new or revised policies, regulations and guidance document proposals to ensure that no unintentional harm occurs to providers and beneficiaries.
  • Direct project teams to ensure project management is integrated or coordinated within topics such Marketplace/Medicare Open Enrollment, payment rules, proposed/final agency policies and consumer awareness/education.
