MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-11 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) (2) of the (3) duties listed below: Conducting threat analysis to determine suitability of victim/witnesses' entry into the Witness Protection Program; Providing counseling, advice or guidance to victims/witnesses or other advocates; Utilizing criminal justice system, operations of law enforcement agencies, and/or the roles of law enforcement officials to assist in developing victim/witness advocacy program.
OR Successful completion of one of the following types of education in a related field: a Ph.D.
or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M degree.
Graduate level education must demonstrate the competencies necessary to do the work of the position.

To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level.
Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages.
The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Note that only graduate education in excess of 2 years can be used in the combination.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). Major Duties:
**This announcement will be open for 10 business days OR until the first 50 applications have been received, whichever happens first.** This Security Specialist (Witness Security) implements and carries out all phases of existing programs designed to provide protection or relocation to witnesses as well as the development of new initiatives to safeguard cooperating witnesses If selected for this position, you will join a well-respected team that is responsible for providing Security Specialist (Witness Security) support in the U.S.
Attorney's Office, District of Columbia, located in Washington, District of Columbia, focusing in the areas of victim/witness protection, relocation, and assistance.
Typical work assignments will include: Reviewing, corroborating and assessing documented threats against victims/witnesses, and evaluates their appropriateness for Witness Security Program services.
Arranging interviews for prospective witnesses seeking acceptance to the long-term Federal Witness Security Program with personnel from the Office of Enforcement Operations, U.S.
Marshals Service, and Bureau of Prisons (psychologist) to determine the witness's suitability for the program and to explain the Program to the witness.
Making determinations on requests for emergency relocation. Responsibilities will increase and assignments will become more complex as your training and experience progress.
