The primary purpose of this position is to serve as the Department of Defense Military Working Dog Program Manager and support the Secretary of the Air Force's responsibilities as the DoD MWD Executive Agent consistent with applicable law, DoD Directive 5100.3 (reference (d)), DoD Directive 5100.73 (reference (e)), DoD Directive 5101.1.
and DoD Directive 5200.31E.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.
Examples of specialized experience includes applying total mastery knowledge of a wide range of security principles, concepts, and practices; uses comprehensive knowledge of policy requirements when functioning as technical authority over a highly technical field which covers all Military Working Dog (MWD) operations in the Department of Defense for military and civilian personnel in support of critical missions across the globe; apply knowledge to the development and execution of new methods, approaches, or procedures that sometimes are not susceptible to accepted security methods, technology, or procedures resulting in innovation across the DoD enterprise; interpret complex data to derive information and inform decision makers on appropriate courses of action for the betterment of the program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Keen ability to communicate with potential users in all supported agencies on program requirements, goals, and potential which supports interfacing with a variety of agencies at the highest organizational levels.
Exceptional operational skill in USAF planning, programming, and budgeting activities.Exceptionally extensive knowledge of program requirements and manpower support to accomplish assigned missions involving international counter-terrorism and force protection matters.
Extensive skill in program analysis of training and operational issues that is focused on process improvement on both the national and international levels.Extensive knowledge of DoD and USAF information requirements sufficient to accomplish position responsibilities for preparing and maintaining directives, instructions, and handbooks.
Extensive knowledge in coordinating with governmental and non-governmental agencies, and application of foreign clearance guide standards.
Skills in researching, organizing, and presenting materials, in written form, which clearly presents ideas, concepts, and requirements in understandable and useable style, which includes decision briefings to General Officers or equivalent.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Provides for the oversight and management of the Department of Defense (DoD) Military Working Dog (MWD) Executive Agent Program to DoD Component or program participant MWD requirements on behalf of the Secretary of the Air Force.
Operate a program that provides the DoD Components with MWD capabilities to deter, detect, or respond to actions that may affect the security of DoD installations, facilities, personnel, resources, or operations.
Within the context of the lawful use of a MWD, appropriate rules regarding the use of force shall be promulgated for each specific use of a MWD.
Initiates, develops, authors, edits, updates and interprets DoD directives, instructions, and handbooks as they apply to the DoD MWD program.
Leads the Joint Service Military Working Dog Committee and the Joint Service Trained Dog Requirements Committee.
Schedules, develops agenda and coordinates all aspects of both Joint Service meetings ensuring representatives from each DoD component with MWD equity, the DoD Veterinary Health Services Activity and other program participates attend and issues are addresses.
Represents the Secretary of the Air Force and Deputy Chief of Staff, Logistics, Engineering and Force Protection with a variety of DoD, inter-agency and functional area organizations.
