About the Position: This position is located at Yokota Air Base, Japan with the Department of Defense Education Activity's Security Management Division Force Protection Branch Pacific Section.

Federal employees at Yokota Air Base, Japan are currently entitled to receive a 15% Post Allowance (COLA) in addition to the base salary.

The position may be eligible for situational telework as determined by the agency policy.

One year of specialized experience which includes: Applying diverse risk assessment methods and physical security requirements (e.g., Interagency Security Committee, Dept of Defense, etc.) to safeguard vulnerable personnel and/or facilities such as students, children, schools, recruiting stations, hospitals, reserve officer training corps organizations, etc.

Developing emergency response programs /standard response protocol for diverse locations such as leased office space, schools, recruiting stations, hospitals, reserve officer training corps organizations, etc.

Conducting on-site physical security or risk management assessments of diverse locations such as leased office space, schools, recruiting stations, hospitals, reserve officer training corps organizations, etc.

Implementing policies and procedures for force protection and emergency plans.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Status candidates subject to the 5 year overseas rotation, who are currently overseas, must have enough time to meet the initial tour stated in the job announcement.

Waivers may not be granted to meet the 5 year limitation requirement.

Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5 year overseas service limitation requirement is approved. Be advised that effective Jan.

1 2018, under the Tax Cuts and Jobs Act, most civilian employee relocation allowances became taxable.

The Relocation Income Tax Allowance (RITA) reimburses eligible employees for the additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income.

RITA does not apply to new government employees or employees returning from an overseas assignment for the purpose of separation from Government service.

  • Oversee a multi-discipline Force Protection Program that includes, Antiterrorism (AT), Physical Security (PHYSEC), Operations Security (OPSEC), Information Security (INFOSEC), Foreign Travel (FT), and Emergency Management (EM).
  • Serve as the district focal point for implementation of policies and procedures governing the DoDEA Force Protection Program.
  • Conduct on-site physical security and risk management assessment inspections at assigned DoDEA facilities.
  • Lead planner for Force Protection exercise program that includes various tabletop, mini-exercises, and annual full-scale exercises for DoDEA facilities.
  • Implement, coordinate, and monitor Force Protection training for DoDEA employees (civilian/contractor) within their respective Area of Responsibility.
  • Develop and test procedures to disseminate time-sensitive terrorist threat information during duty and non-duty hours to applicable regional and HQ DoDEA officials.
