Job Description

Summary

This job involves leading teams to design, build, run, and maintain complex computer networks and IT systems for a naval research command, including managing projects from start to finish and handling vendor contracts.

Full Job Description

You will serve as a SCIENTIST in the NETWORKS BRANCH Code 82300 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band ND-04 in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Leads the design, operation, and sustainment of commands networks and enterprise IT; directing multidisciplinary teams, guiding enterprise architecture and cloud transitions, evaluating network solutions, and overseeing IT procurement, contracts, and vendor performance.

  • You will provide senior-level managerial and technical leadership for the multidisciplinary teams that design, develop, operate, and sustain NIWC-PAC's research-development-test-and-evaluation networks and enterprise-wide computer environment.
  • You will oversee the full life-cycle of IT systems and services—from design and development through integration, deployment, and sustainment—providing project-management oversight for major initiatives.
  • You will coordinate 24×7 network operations, incident response, and problem-resolution processes.
  • You will also serve as the command’s recognized subject-matter authority, influencing major proposals, architecture reviews, and strategic decisions.
  • You will guide cloud-network engineering efforts, support hybrid-environment transitions, and evaluate technical solutions that affect the Network Control Board.
  • You will oversee procurement, contract administration, and vendor performance for hardware, software and professional services.
