Full Job Description

You will serve as a Safety and Occupational Health Manager in the Safety Office of NAVAL STATION ROTA.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Managing safety programs to include: hazard analysis, risk mitigation, accident investigation, corrective action planning, safety program evaluation and/or strategic communication, AND Interpreting and applying technical standards and safety regulations across diverse operational environments, such as construction zones, industrial facilities, and/or field operations, AND Producing executive-level reports, safety plans, policy documents, and training materials, and presenting to senior leadership.

  • You will serve the activity-level Occupational Safety and Health (OSH) Officer.
  • You will plan, develop, supervise, and administer the OSH and other safety related programs.
  • You will direct and supervise the NAVSTA Rota Activities Navy Occupational Safety and Health (NAVOSH), explosive safety, radiation safety, recreation, athletics and home safety, and traffic safety programs.
  • You will supervise a professional and administrative staff of both US and local national indirect hires.
  • You will plan work to be accomplished, assigning work to subordinates based on priorities with selective consideration of the difficulty of the assignment and the capabilities of the employees.
  • You will collaborate with other department heads to obtain resources and gauge effectiveness of program.
  • You will formulate and execute safety programs, goals, and objectives, and perform evaluations of program effectiveness through investigation, reporting, recording, and analysis of mishaps, incidents, and internal and external inspection reports.
  • You will advise commanders, leaders and managers regarding potential hazards and recommend control measures devised through extension of present guidelines or analysis of new safety procedures.
  • You will be responsible for areas to include but not limited to: explosive safety, asbestos management, hazardous material control, reports of unsafe/unhealthful conditions, respiratory protection, hearing conservation, and noise abatement.
  • You will plan, organize, and direct a series of comprehensive inspections, surveys and job hazard analysis of numerous industrial, airfield operations, construction activities, vehicle maintenance, and weapons and bulk fuel storage operations.
  • You will represent the Command on safety related councils, committees, boards, etc.
  • You will direct and conduct assessments of the status of occupational safety and health in various organizations and to develop strategies to ensure a safe and healthful workplace.
  • You will establish written inspections and safety compliance checks indicating frequency, techniques and reporting.
  • You will plan, direct and conduct safety education activities for a diverse operational workforce which includes a wide range of U.S. military and civil service personnel, and local national civil service personnel.
