Full Job Description

As a Rural Appraiser, you’ll have the opportunity to work both independently in the field and collaboratively in the office. In this role, you will:
  • Conduct on-site inspections of land and residential properties, documenting physical characteristics and property details.
  • Perform computer-assisted research and analysis to ensure accurate, equitable property valuations across the county.
  • Work closely with Marion County residents to gather information, explain valuation methods, and educate the public about Oregon’s property tax system and the mass appraisal process.
  • Contribute to a team-oriented environment while maintaining the independence to manage your own fieldwork and assignments.

Wages:
Property Appraiser 1: $25.65 - $34.38 hr
Property Appraiser 2: $29.54 - $39.58 hr

GENERAL STATEMENT OF DUTIES
Property Appraiser 1:
Assists as a trainee in the appraisal of real or personal property. Upon satisfactorily meeting the experience, knowledge, training and special requirements of the Property Appraiser 1 classification, the employee may be promoted to the classification of Property Appraiser 2.

Property Appraiser 2:
Appraises real or personal property for tax assessment purposes.

SUPERVISION RECEIVED
Property Appraiser 1 and 2:
Works under the supervision of the Appraisal Supervisor, a Senior Appraiser or the County Assessor, who makes work assignments, reviews work through reports and observes work performance.


SUPERVISION EXERCISED
Property Appraiser 1 and 2:
Supervision is not a responsibility of positions in this class; however, may be assigned to train individuals of a lower classification within the same series.

Requirements

  • Learn and apply appraisal principles, including the three approaches to value (cost, income, and sales comparison).
  • Assist in the appraisal of rural properties by inspecting, measuring, researching sales, and gathering valuation data.
  • Qualify as a registered appraiser in the State of Oregon and maintain continuing education as required under ORS 308.010.
  • Understand and describe the effects of Measures 5 and 50 on property taxation.
  • Learn and use the mass appraisal valuation model and ratio study process.
  • Utilize the Computer-Assisted Mass Appraisal (CAMA) system, GIS mapping, MLS, Laserfiche, and Assessor Dashboard tools.
  • Maintain accurate and complete records of property characteristics, classifications, and values.
  • Prepare clear and concise appraisal documentation and reports.

    Learn the major sources of reference information applicable to the section, including but not limited to GIS/Mapping programs, Multiple Listing Service as well as other online sales databases, and local jurisdictional websites i.e., Marion County Intranet & Assessor Dashboard pages.

  • Utilize available technology to assist in the appraisal process, specifically the use of a mobile device for appraisal work in the field, as well as applications such as Microsoft Excel & Word, ArcGIS, etc.
  • Conduct field visits to inspect properties for appraisal, sales verification, new construction, or permits.
  • Locate and measure properties accurately using standard field tools.
  • Record and photograph property improvements and land features in a professional, consistent manner.
  • Operate safely and professionally in all weather and terrain conditions.
  • Represent the Assessor’s Office courteously and professionally when interacting with the public.
  • Participate in training, meetings, and cross-team activities.
  • Demonstrate professionalism, teamwork, and responsiveness to feedback.
  • Communicate effectively and respectfully with coworkers, supervisors, and property owners.
  • Uphold confidentiality and ethical conduct in all interactions.
  • May testify in Property Valuation Appeal Board hearings.
  • Engage with other appraisers to facilitate understanding of processes, approaches, data sources, and best practices.
  • Perform other duties as assigned by the supervisor.

Qualifications

MINIMUM QUALIFICATIONS FOR PROPERTY APPRAISER 1
  1. Must be a qualified Registered Appraiser in the State of Oregon, pursuant to ORS 308.010. Must provide with job application a copy of the Registered Appraiser certificate issued by the Oregon Department of Administrative Services; OR
  2. Be eligible to take the Registered Appraiser exam at time of hire based on one of the following criteria, and pass that exam within 6 months of hire:
    • Have an associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field, OR
    • Possess any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
    • Have previously completed an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program.
  3. Property Appraiser 2 Only: In addition to the requirements stated above, the Property Appraiser 2 must have at least two years of experience in real or personal property appraisal.
  4. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

NECESSARY SPECIAL REQUIREMENTS
  • Must be a qualified registered appraiser in the State of Oregon, pursuant to the provisions of ORS 308.010. Must provide with job application a copy of the Registered Appraiser certificate issued by the Oregon Department of Administrative Services.
  • Be eligible to take the Registered Appraiser exam at time of hire based on one of the following criteria, and pass that exam within 6 months of hire:
    • Have an associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field; OR
    • Possess any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
    • Have previously completed an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.

    Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.

  • Must possess and maintain proof of personal automobile liability insurance at a minimum in the amount required by Oregon Law [ORS Chapter 806].
  • Required to use personal vehicle for business use.
  • Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
  • Must adhere to Oregon Department of Revenue Administrative Rules 150-308.010-(A) which states:"(a) Registered appraisers are required to successfully complete 30 credits approved education every two years.

    Continuing education requirements shall apply to any registered appraiser whether or not currently employed by state or local government."

  • "(b) Registered appraisers with less than three years of appraisal experience with either the Department of Revenue or county Assessor's Office, or a combination of the two, must complete 60 credits of training within the first two calendar years following their registration."
  • Final candidates will be required to participate in a practical examination to assess job skills. Selected applicants will be contacted for an appointment to participate in the assessment.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. May occasionally be required to work beyond the normal work schedule, depending upon the needs of the department.
  • KNOWLEDGE, SKILLS, AND ABILITIES
    Considerable knowledge of principles of property appraising; read and use recorded instruments such as: deeds, mortgages, and contracts; ability to gather and record accurate information for appraisals. Ability to make clear and concise reports and recommendations relating to appraisals and other activities; establish and maintain harmonious working relationships with other employees and the general public; effectively communicate with co-workers and management; must demonstrate a conscientious effort towards self-improvement.

    PHYSICAL REQUIREMENTS
    Operates a motor vehicle and maintains an acceptable driving history; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; turns neck 90 degrees in either direction; twists at waist 90 degrees in either direction; walks; reaches overhead; lifts and carries up to 20 lbs. for up to 300 feet; pushes/pulls file drawers weighing 35 lbs.; operates a keyboard; uses rapid mental/eye/hand coordination; speaks clearly and audibly; reads an 8 pt. font; distinguishes shades of color; hears a normal speech level; works in areas exposed to all weather conditions; may be exposed to blood/body fluids. Daily or frequent exposure to common chemical elements such as those found in fabrics, carpeting, building materials, paints, solvents, finishes, fragrances, perfumes, toiletries, cleaning supplies, office supplies (including toner), animals or animal dander, and other organic or synthetic materials or compounds which may produce an allergic reaction in people with chemical sensitivities.
