The Procurement Division provides all aspects of procurement and contracting support for the Department in accordance with state and federal procurement laws, rules, policies, procedures, and guidelines.

These services are provided under delegated procurement authority from the State Purchasing and Contracting Office (SPCO) and include drafting and constructing solicitations and contracts; reviewing and approving contracts; issuing and awarding solicitations, including Requests for Proposals (RFPs), Request for Applications (RFA), Documented Quotations (DQ), Invitations to Negotiate (ITN), and Invitations for Bid (IFB); and approving procurement methodologies.In support of the Rural Health Transformation Project (RHTP), the Procurement Division provides procurement and contracting services necessary to implement and administer a multi-year, federally authorized initiative focused on strengthening rural health system capacity and improving access to high-quality care in rural communities.

Procurement activities supporting RHTP include the development, negotiation, execution, and administration of complex grant agreements, contracts, purchase orders, and related procurement instruments required to support program implementation, monitoring, and close-out activities.

This work requires close coordination with program staff, fiscal staff, vendors, grantees, and external partners to ensure compliance with applicable statutory, regulatory, and funding requirements.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Requirements

HCPF welcomes your interest in the Procurement Specialists – Rural Health Transformation Project position. There are two positions available and are available through the new Rural Health Transformation Program (RHTP) grant. This grant is approximately $200M per year, for the next 5 years. These term-limited positions exist within the Procurement Division to support procurement and contracting activities associated with the Department’s RHTP, a multi-year, federally authorized initiative and provide specialized procurement expertise to support the implementation, monitoring, and ongoing administration of RHTP-related initiatives over the duration of the program.

Responsibilities in this position include:
  • Operating with a high level of independence, the position performs technical writing, analysis, and negotiation to develop and execute purchase orders, grant agreements, contracts, amendments, interagency agreements, memoranda of understanding, and other approved procurement vehicles required to support RHTP activities.
  • Oversees competitive and non-competitive solicitations, evaluates procurement risk, ensures compliance with state and federal requirements, and coordinates reviews and approvals with central state authorities as necessary.
  • Supports complex and often non-routine procurements driven by evolving programmatic needs, novel policy environments, and federal guidance.

    In doing so, the position applies professional judgment to interpret procurement rules, mitigate risk, and protect the Department’s interests while enabling successful implementation of the RHTP.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    Six (6) years of related experience in procurement activities around government acquisitions, in particular services and large scale IT systems, Contract writing, negotiations and performance management, familiarity with state and federal code and rule around Purchasing/acquisitions and contracting.

    Experience in writing statements of work, scopes of work, as well as adjusting and or amending statements or scopes of work.

    OR

    Education and Experience:

    Bachelor's degree and two (2) years of experience in procurement activities around government acquisitions, in particular services and large scale IT systems, Contract writing, negotiations and performance management, familiarity with state and federal code and rule around Purchasing/acquisitions and contracting.

    Experience in writing statements of work, scopes of work, as well as adjusting and or amending statements or scopes of work.


    Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

    • An associate will count as two years of experience

    • A bachelors will count as four years of experience

    • A masters degree will count for six years of experience

    • A doctorate or juris doctorate degree will count for seven years of experience

    Preferred Qualifications:

    • Prior state/ federal/county/government experience related to the duties of this position

    • Legal knowledge or experience

    • State government experience, preferably in procurement

    • CPPB or CPPO

    • J.D.

    • Technical, government, or contractual writing experience


      CONDITIONS OF EMPLOYMENT:

    • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

    • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
