The Budget Division is responsible for projecting, requesting, defending, and managing the Department’s budget for Medicaid and other health care financing programs.

Within the Budget Division, the Long Term Services & Supports Unit provides budget and policy analysis in support of assigned program areas, including federally funded rural health transformation initiatives.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

Requirements

This is a term-limited Budget Analyst II position funded through the Rural Health Transformation Program (RHTP). The position provides complex budgetary and policy analysis exclusively in support of rural health transformation initiatives, including cost projections, expenditure monitoring, and preparation of budget requests and fiscal documentation. This position acts as a liaison between the Budget Division, Rural Health Transformation Division, and the Accounting Section to coordinate the Department’s federal reporting. The position develops and applies analytical methodologies, evaluates financial impacts of policy and program changes, and prepares recommendations for management and external budget partners in accordance with state and federal requirements.

MINIMUM QUALIFICATIONS:
Experience Only:
  • Six (6) years of relevant experience in an occupation related to budgeting or finance experience

OR

Education and Experience:
  • A combination of related education and/or relevant experience in budget or finance equal to six (6) years
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.
Or the following substitutions:

Bachelor's degree from an accredited institution which includes 27 semester hours of accounting, finance or auditing coursework will substitute for the degree requirement.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of professional accounting experience.

Preferred Qualifications & Special Qualifications:

  • Prior state experience related to the duties of this position

  • Experience using state accounting software CORE

  • Demonstrated experience using quantitative analysis tools

  • Experience forecasting service utilization patterns

  • Experience using Microsoft Excel

  • Experience pulling and analyzing data sets

  • Experience submitting Grant Applications


DEFINITION OF PROFESSIONAL EXPERIENCE: Professional experience is defined as experience that may include: independent judgment and discretion in performing work duties, a level of specialized knowledge, in-depth work requirements such as data gathering, analysis and interpretation, customer service across a broad range of individuals including key personnel, and/or individual accountability for results.


CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
