Job Description

Summary

This job involves tracking down and collecting unpaid taxes from individuals and businesses in West Virginia by contacting them through calls, letters, or in-person visits, while also educating them on tax rules to encourage compliance.

It requires investigating financial records, auditing documents, and negotiating short-term payment plans, with occasional recommendations for more complex actions like longer plans or legal steps.

A good fit would be someone detail-oriented with a background in accounting or collections who is comfortable with travel and living in the Clarksburg area.

Under general supervision and at the full performance level, pursues the collection of delinquent taxes owed to the State of West Virginia by communicating with taxpayers and/or their representatives in person, by phone, and by mail.

Promotes voluntary compliance with state tax laws and educates the taxpayers on the WV State Code.

Investigates situations of potential non-compliance and complaints made to the agency about delinquent taxpayers.

Reviews tax returns and their supporting documentation, including financial information.

Researches and audits various databases, courthouse records, and applicable laws, regulations, and policies to investigate cases of delinquency.

Issues bad check warrants, third party levies and garnishments, liens, and notices of revocation.

Determines delinquent taxpayer liabilities and determines the appropriate course of action to resolve cases of delinquency.

Negotiates with taxpayers payment plans that do not exceed 12 months in length.

If the appropriate course of action to resolve a delinquency involves any of the following, recommends such action to upper management: long-term payment plans exceeding 12 months; the pursuit of a criminal investigation; lien releases; business license revocation; offers in compromise; waivers of additions.

Represents the Tax Division at hearings. Performs related work as required. Frequent travel is required, so applicants must possess a valid driver’s license.

Applicants must live in or be willing to relocate to the Clarksburg, WV area.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

The chosen applicant will also be subject to a tax compliance check.

Qualifications

Training: Graduation from an accredited four-year college or university which must have included six semester hours in accounting.
Substitution: Experience in accounting, bookkeeping, credit collections, preparation of tax returns, or related work outside the Department may be substituted at the rate of two years of experience for one year of college; or tenure with the Department of Tax & Revenue in a related field may be substituted on a year-for-year basis for the required training. If the experience being substituted is in the area of bookkeeping, accounting or credit collections, the six hour accounting requirement may be waived.

Special Requirement: Availability of a car and possession of a valid driver's license are required.
