The ideal candidate will be responsible for performing the following duties:
- This position will be serving as a Software Development Program Manager and will be responsible for overseeing a diverse portfolio of projects across multiple technical environments while bridging the gap between internal operations and external partners.
- Project & System Lifecycle Management
- Lead the creation and modification of applications within a collaborative team structure.
- Oversee both new system development and the modification of existing systems.
- Manage specialized integrations, including imaging systems and their associated scanning/indexing APIs.
- Maintain rigorous standards for system documentation and code repository integrity.
- Strategic Collaboration & Communication
- Serve as the primary liaison between the development team and outside entities, such as the Treasurer’s Office and third-party administrators.
- Work directly with end-users to gather requirements and translate business needs into technical specifications.
- Foster an environment of clear communication, as the ability to coordinate effectively with others is essential to program success.
- Operations & Quality Assurance
- Direct the deployment of changes to test and production environments using standardized code repositories.
- Monitor scheduled jobs to ensure system stability and high availability.
- Assist with user training to ensure smooth adoption of new software and system updates
- Other duties as assigned.
The following knowledge, skills, and abilities will be beneficial to the selected candidate:
- The ideal candidate will possess a sophisticated skill set that combines mid-level object-oriented programming expertise (specifically in C#, WPF, and ASP.NET), as well as modern web technologies like HTML5, CSS, and JavaScript.
- Beyond coding, this role requires a strategic thinker capable of performing complex system analysis and managing integrated database environments using Oracle, Microsoft SQL, and stored procedures.
- The selected candidate must be adept at utilizing Microsoft Team Foundation Server for repository management and deployment, ensuring seamless transitions from test environments to production across the entire program lifecycle.

Qualifications
Training: Bachelor's degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR
An Associate's degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.
Substitution: Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training.
Experience: Four years of full-time or equivalent part-time paid experience in programming, system design and analysis work with multiple programming or data base languages.
