Summary

The West Virginia State Tax Division is seeking an experienced candidate to join its Property Tax Division.

This role requires complex managerial work involving the planning and coordination of all appraisal activities for Property Tax.

The successful candidate will be responsible for the supervision, planning, and coordination of the division's Appraisal Services Unit.

This unit includes senior appraisers, tax and revenue auditors working statewide, and support staff located across the Tax Division’s regional offices.

Key responsibilities include:

  • Supervising the examination and reporting of property valuations and evaluating the performance of all 55 county assessors.
  • Overseeing the development and administration of policies regarding appraisal methodology and ensuring adherence during audits.
  • Ensuring comprehensive training for employees, county offices, and external parties on appraisal methodology.
  • Supervising all industrial appraisal activities within the Property Tax section.

The candidate must possess comprehensive knowledge of West Virginia appraisal and assessment laws. This position may require providing testimony in court and administrative hearings to defend the division's industrial property valuations.

Requirements and Logistics:

  • Proficiency in computer skills and the ability to utilize the state's Integrated Assessment System (IAS).
  • A valid driver’s license is mandatory as travel is required.
  • The home office location will be assigned based on the candidate's residence to one of the following regional offices: Charleston, Beckley, Clarksburg, Martinsburg, Parkersburg, or Wheeling.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

Qualifications

Substitution: Additional experience may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours.

Experience: Seven (7) years of full-time or equivalent part-time paid experience as an appraiser or related experience.

AND
