The incumbent leads all efforts and is directly responsible for all aspects of DoD SAPRO' s Planning, Programming, Budgeting and Execution (PPBE) process which includes the development and execution of the DoD SAPRO annual budget.
You may qualify at the GS-15, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the GS-14 grade level in the Federal service: - Directing the complete DoD, OMB, and Congressional budget lifecycle, including formulation and execution, and using advanced analytical methods to manage resources, assess program effectiveness, and resolve complex financial issues.
- Serving as a Contracting Officer's Representative (COR) on complex, national-level contracts by managing the entire acquisition process from pre-award requirements development and source selection to post-award quality assurance and administration.
- Communicating complex financial, budgetary, and policy analysis to senior executives by drafting high-level correspondence and policy recommendations for audiences in the Department of Defense, OMB, and Congress.
- Interpreting and applying federal financial management policies, acquisition regulations, and internal control principles to ensure the legal use of government funds and to resolve conflicts between complex legislation and program requirements.
- Executing integrated program management by developing staffing standards, aligning manpower and financial resources with strategic objectives, and conducting in-depth evaluations of program performance.
Major Duties:
As a RESOURCE MANAGER (SAPRO CONTRACTS) at the GS-0301-15 some of your typical work assignments may include: - Lead the organization's entire Planning, Programming, Budgeting, and Execution (PPBE) process, providing expert financial analysis and recommendations to senior leadership in the DoD, White House, and Congress.
- Serve as the primary Contracting Officer's Representative (COR), directing the full acquisition lifecycle from developing pre-award packages to managing post-award contract compliance and invoice approval.
- Directly supervise and oversee all administrative and personnel management functions, including hiring, performance management, position classification, and safeguarding of sensitive information.
- Develop and manage complex Inter-Agency Agreements and partnerships with national-level federal agencies, academic institutions, and private sector organizations to advance the mission.
- Manage the organization's Internal Control Program, overseeing risk management, audit readiness, process improvement, and the preparation of the annual Statement of Assurance.
- Serve as the senior subject matter expert on all resource management issues, providing technical advice, developing policy, and creating analytical products for leadership.
- Represent the Director by leading working groups and serving as the focal point for resource management in meetings with key DoD and Federal officials.
