In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience providing financial and resource management advisory services, including, but not limited to, developing, reviewing, or analyzing activities' budgets, financial reports, or multi-year program; experience managing projects or collaborating with colleagues or team members on financial or budget-related information; or experience executing a general fund budget.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Performs a broad spectrum of functions relating to the execution phase of PPBE utilizing the FAMIS system.
  • Analyzes budget execution and recommends program adjustments and the transfer/reallocation of funds between organizational elements. After reviewing requisitions packages for certification the certifier may recommend program adjustments.
  • Formulates budgetary forecasts for long-range funding of the Headquarters accounts, including reviewing, monitoring, and adjusting allocation of funds among all appropriations and programs.
  • Analyzes technical plans, fiscal history and fiscal performance to ensure efficient utilization of resources, and to ensure consistency. Candidates must be able to review spend plans for approval of mission related actions.
  • Uses Defense travel regulations in order to certify travel authorizations and vouchers.
