Job Duties:

The IT Business Analyst II Serves as a key liaison between program areas and technology teams for human services.

Responsible for documenting requirements for system modifications/enhancements and/or service for the agency's Child Welfare Information System, CAPSS, to include all CAPSS sub-systems/ancillary systems and LCMS (Legal Case Management System).

Provides technical support to the statewide users and development teams of CAPSS, all CAPSS sub-systems/ancillary systems and Legal Case Management(LCMS).


Plans, directs and performs quality assurance functions throughout the external design, internal (detailed) system design, the development and testing, and the implementation of the system.

Provides technical support for CAPSS, all sub-systems/ancillary systems and LCMS.

Collaborates with program and technical staff to elicit, document and validate business and functional requirements for system applications or enhancements.


Assists with development of technical designs, business requirements/specifications, and options for technical solutions.

Develops business requirement/specification documentation (designs, specifications, processes, workflows) and communications.

Analyzes business processes and workflows to identify opportunities for improvement and automation.


Documents workshop results according to a prescribed methodology, assuring the documentation is clear, logical, and in user-friendly terms.

Provides training on external design methodologies, program policy and business practices, and technical issues affecting design, as required.

Develops process maps, use cases, user stories and system requirement specifications.


  • Performs systems testing and troubleshooting, analysis of problems identified during development, system test, acceptance test and implementation.


  • Prepares flowcharts, block diagrams, and other documentation to illustrate programs and procedures. Prepares user documentation including user manuals. Serves as a liaison between functional business areas and IT in order to provide solutions for routine problems.


  • Performs Red Cross shelter duty or other emergency shelter duty/services as directed.

Requirements

A High School Diploma and five (5) years of experience in in designing or assessing the business model and it's integration with technology.
OR
An Associate Degree with three (3) years experience in in designing or assessing the business model and it's integration with technology.
OR
A Bachelor's Degree and one (1) year experience in designing or assessing the business model and it's integration with technology.
