Full Job Description

The City of Tacoma and Tacoma Public Utilities are establishing an eligible list for Regulatory Compliance Analyst, Senior that will be used for one year.

Tacoma Power currently has a vacancy for Regulatory Compliance Analyst, Senior, but this list will be used throughout the year should vacancies come up in any other department.

The key responsibilities for this position can be categorized as follows: Project Management:

  1. Manage and lead projects and studies.
  2. Develop project plans, schedules, and budgets.
  3. Coordinate cross-functional project teams.
  4. Set and monitor progress towards project goals.
  5. Ensure adherence to project standards and manage project budgets.

Data Analysis and Reporting:

  1. Research, compile, and analyze complex data.
  2. Identify trends and present findings to management.
  3. Provide recommendations and solutions based on data results.
  4. Implement processes based on findings and summaries.
  5. Review laboratory and field testing for regulatory compliance.
  6. Conduct and review sampling and/or flow monitoring for programs and projects
  7. Respond to complex scientific requests.
  8. Prepare or oversee the preparation of technical reports, plans, and specifications.

Tacoma Power Environmental Programs Managed under Regulatory Compliance Analyst, Senior:

  1. Oversee programs such as Clean Air Act, Air & Greenhouse gas programs, Model Toxics Clean-up Act, Comprehensive Environmental Response, Compensation, & Liability Program Act, Emergency Spill response programs, permit management, City Municipal Stormwater Permit, and Regional Road Maintenance.
  2. Compile site assessments, cleanup field notes, and laboratory analytical results.
  3. Prepare and submit required spill response and cleanup reports.

Environmental Services Environmental Programs Managed under Regulatory Compliance Analyst, Senior:

  1. Implementing programs such as, National Pollutant Discharge Elimination System (NPDES) Stormwater Phase Iregulations, Underground Injection Control wells and associated Washington State regulations, Model Toxics Clean-up Act (CERCLA, Superfund), Comprehensive Environmental Response, Compensation, & Liability Program Act, and Regional Road Maintenance.
  2. Implementing environmental permitting programs for Environmental Services construction and maintenance projects, such as, Tacoma Smelter Plume Soil Management Plan, SEPA, JARPA, HPA, EIS, Waste disposal Authorization; and the associated environmental restoration projects, practices, monitoring and maintenance methods, and ecosystem functions.
  3. Develop and manage environmental consultant contracts for permitting assistance and habitat assessment services including wetland delineations, biodiversity areas and/or steep slopes.
  4. Developing, implementing and evaluating programs and policies for regulatory compliance.
  5. Environmental regulatory compliance and environmental systems management.

Environmental Services Environmental Monitoring Programs Managed under Regulatory Compliance Analyst, Senior:

  • Implementing monitoring programs such as NPDES Phase I Stormwater Permit, NPDES Wastewater Discharge Permit, Superfund Consent Decree, in particular for precipitation, surface water, stormwater, wastewater, ground water, soil and sediment monitoring (quantity, quality and/or flow).

Requirements

Minimum Education*
Bachelor's degree in environmental science, natural resources, chemistry, biology or directly related field

Washington State Driver's License

*Relevant education and experience may substitute for one another on a year-for-year basis.
