A vacancy exists in the Department of Recreation and Parks for an Arts, Culture, and Events Coordinator.

Pay Schedule VI, Grade 31, Schedule: 35 hours per week. May be assigned to work nights, evenings, weekends, and holidays as needed.

Definition of Responsibility
Plans, directs, organizes, and implements a comprehensive inventory of arts, culture, and event activities, programs, and installations across Baltimore County.

Requirements

Job PurposeUnder general supervision, collaborates and coordinates with recreation staff, the programming team, park staff, and community volunteers to organize and execute arts programming, historic recognitions, cultural experiences, and special events, including musical and/or theatrical performances, fine art collaborations, and other experiences.

Supervises professional and support staff.

Examples of Essential Duties
  • Plans, organizes, develops, and directs a comprehensive inventory of arts, culture, and events programming.

  • Develops and implements long- and short-term art programming goals.

  • Develops, publicizes, and administers activity calendars.

  • Actively engages with the community to plan and execute art exhibits, workshops, classes, shows, performances, and historical programs.

  • Supervises, trains, and guides staff overseeing arts, culture, events, and historic sites in the development, operation, and assessment of programs, events, and experiences.

  • Supervises the operation of recreation and parks facilities that fall under the purview of arts, culture, and historic focus.

  • Develops and implements a historic maintenance and sustainability plan for historic sites.

  • Develops and implements long and short-range program goals.

  • Identifies and engages in Arts-Based Collaborations and Partnerships, both internally and locally with non-profit organizations.

  • Seeks grant funding for arts-based initiatives.

  • Cultivates community interest in the arts in parks program and assists in the establishment of a volunteer organization to support the cultural arts programming at Holt Park and the Center for the Arts, and department-wide.

  • Engages with cultural/art institutions and artists to plan and execute cultural and artistic performances and events with a focus on Holt Park, as well as department-wide.

  • Collaborates with other county agencies and external community groups to promote special performances and events.

  • Helps to engage community volunteers for art activations, events, and input in and around Holt Park.

  • Incorporates existing park resources and nature activities into arts programming.

  • Recruits, trains, and coordinates the work of part-time staff and volunteers.

  • Meets and coordinates activities and services with other agencies.

  • Assists in highlighting the cultural relevance and significance of departmental cultural and historical sites.

  • Oversees the Special Events Manager and Arts and Culture Manager to host Artsfest and other arts-focused special events annually.

  • Prepares reports of engagements and activities.

  • Researches and prepares grant applications to support art programming.

  • Monitors budget and expenditures for art programming.

  • Ensures proper usage and care of facilities.

  • Establishes programming priorities and manages park resources.

  • Through the Department Marketing team, assists in publicizing activities and programs in community newspapers and social media.

  • Attends meetings of civic and social organizations in the community.

  • Networks and establishes professional relationships with the cultural and artist community.

Examples of Other Duties

Leads art classes or workshops, such as pottery or photography.

Performs other related duties as required.

Qualifications

Required Education and Experience
Graduation from an accredited college or university with a bachelor's degree in recreation and parks, physical education, business or public administration, behavioral or health sciences, education, or a closely related field.
Plus
At least six (6) years' experience in conducting or coordinating organized recreational activities.

(Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Additional qualifying experience may be substituted on a year-for-year basis for the required education.)

Preferred Education and Experience
Graduation from an accredited college or university with a bachelor’s degree in Fine Arts, Art History, Visual Art, Art Education, or other art-related degree; Plus
Six years of progressively responsible experience organizing exhibits, conducting or coordinating art classes or workshops, and/or other related program activities.

Knowledge, Skill, and Abilities

  • Knowledge of the elements and principles of art design.

  • Knowledge of art trends and the ability to create displays that showcase specific themes or artists.

  • Skill in conducting art classes and/or workshops.

  • Skill in articulating goals, objectives, and tasks to colleagues, volunteers, and the community clearly and concisely.

  • Skill in working with individuals and the public.

  • Ability to plan, organize, develop, and direct art exhibits, classes, workshops, and special events.

  • Ability to communicate effectively in all formats.

  • Ability to supervise staff.

  • Ability to recruit, train, and guide volunteers.

  • Ability to represent Holt Park and the department at meetings and community events.

  • Ability to prepare reports.

  • Ability to maintain effective working relationships with colleagues, artists, volunteers, community groups, other agencies, and artistic/cultural institutions.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Proof of Degree Equivalency

Physical and Environmental Conditions
The work of this classification entails some physical labor, including walking over rough and uneven surfaces during inspections of facilities and grounds; infrequent exposure to adverse weather while conducting outdoor public programs and events, and some lifting and carrying while preparing for programs and events.

Employees in this classification may be assigned to work nights, evenings, weekends, and holidays as needed.
