Summary

This job involves supporting the real estate team for the U.S.

Army Corps of Engineers by managing property information systems, coordinating land acquisitions for projects, and handling budget and administrative tasks related to real estate.

About the Position: Serve as a Realty Specialist in the Real Estate Division's located in Baltimore, Maryland.

Specialized Experience: One year of specialized experience which includes 1.) coordinating and providing technical guidance regarding real estate products and services, involving both civil and military real property; 2) researching, interpreting, and applying laws and policies regarding real estate actions; 3) identifying, obtaining, and preparing documentation needed to plan and execute real estate actions.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management; Real Estate, etc.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Supports the Real Estate Division by maintaining the various Real Estate Information Systems including, but not limited to, REMIS, the Rental Facilities Management Information System (RFMIS), and the Financial System P2.
  • Assists the Division’s Program Analyst and Budget Analyst in performing a variety of budgetary and administrative functions in implementing the Division’s budgetary program, policies, and procedures.
  • Assures completion of all rights of entry as well as REMIS entries associated with project.
  • Contacts non-federal sponsors to coordinate acquisition of lands needed for projects.
  • Responsible for receiving real estate contracts, agreements, and supporting documentation for initial input into the information systems.
  • Assists in providing Real Estate Branch Chiefs, Team Leaders, or their representatives with guidance concerning military and civil funds required for labor, supplies, travel, equipment, contracts, and related expenditures.
  • Studies and analyzes the planning and construction program for all district projects through all stages of project development.
