This job involves managing and accounting for real estate and property at a U.S.

About the Position: This position is with the US Army Installation Management Command, Directorate of Public Works, Master Planning Division, Ft. Lee, Virginia.

The incumbent serves as real property specialist performing technical and administrative duties relating to real property accountability and real estate.

Specialized Experience: One year of specialized experience which includes 1) interpreting real estate agreements and regulations to provide guidance and recommendations; 2) advising on space utilization such as long and short term and reconfiguration plans; and 3) coordinating with internal and external stakeholders on real estate and real property projects and programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Formulates overall programs and plans for real estate/real property management and accountability.
  • Review reality and space utilization accomplishments of garrisons for technical adequacy, consistency, and compliance with policies, procedures, and directives.
  • Analyzes reality and real property information to identify issues and recommend solutions.
  • Prepares Reports of Availability for all out-grant actions to include environmental documentation such as Categorical Exclusions, Record of Environmental Consideration and Finding of Suitability to Lease, site drawings and pertinent HUD forms.
  • Prepares conditions, restrictions, and limitations for inclusion in Host Tenant Agreements (HTA), leases, out grants and disposal actions that will protect the installation, tenant agencies, and accomplish the desired results of the realty action.
  • Serve as the Alternate Real Property Accountable Officer (RPAO) and the technical expert on all matters relating to real estate/real property management to include facilities, utilities, roads, installed equipment, land, and improvements to land.
  • Interprets technical policy, procedures and regulation to provide technical and administrative advice and assistance.
