Base salary range: $62,107 - $80,737

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing of a complex realty program and exercising control over nonsupervisory employees assigned to 86CES/CEIA.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes working with a wide range of complex real property laws, legal procedures, regulations, instructions, directives, principles, concepts, and practices; as well as a good understanding of the real estate market to acquire real property involving a combination of complicating factors at a military installation which involves high volume activity.
Working with budget processes, procedures, and requirements to formulate, justify, and monitor various fund's expenditures.
OR EDUCATION: OR COMBINATION OF EXPERIENCE AND EDUCATION: FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state,and local government procedures, and the appropriate statutes and policies. 2.
Knowledge of property disposal policies and procedures, out-grant procedures, local market situations, and required documentation. 3.
Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles, and the ability to analyze space utilization requirements and make recommendations on reuse.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 5.
Ability to Supervise a team of realty specialists in the performance of real property functions relating to the acquisition, management, and disposal of government real property.
Ability to establish performance goals and assess progress toward their achievement and develop concrete action plans to solve problems; to adjust work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Performs as the Real Property Accountable Officer (RPAO) and conducts a wide range of complex realproperty functions relating to the acquisition, management, and disposal of government real property.
Exercises Supervisory personnel management responsibilities. Represents 86 CES with a variety of installation and functional area organizations.
Responsible for real property inventory maintenance, reporting, and data analysis. Acquires interest in real property and use rights involving a combination of complicating factors.
Determines need for and takes actions to out-grant property.
Disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicatingfactors such as historical and cultural concerns.
Disposal transactions involve numerous environmental concerns,limited or unstable markets, unusual security problems, numerous public conveyances, significant economic impact onlocal real estate markets, and/or property in multiple sites OCONUS.
